Job Purpose:
  1. This role is responsible for the management and strategic oversight of the IAPF programme in Somaliland and Mogadishu. Concern currently runs an integrated Development Programme (Food, Income and Markets (FIM) and WASH) with a plan to expand, depending on funding. Irish Aid funds bulk of the integrated programme in Somaliland together with an urban programme in Mogadishu. From January onwards, the two programme components will form a single programme to be managed by the Area Manager. The Area Manager’s responsibility will also include the day to day management of operations through a national Operations Coordinator. This will include overseeing effective and efficient support functions of logistics, finance and administration. This will be done in close coordination with the Systems Director, Finance and HR Managers.
2. Main Duties & Responsibilities:
1.1 General
· As a member of the senior management team, contribute to the Somalia/Somaliland Programme’s decision-making processes and strategic management of the programme.
· Conduct performance development reviews for staff under supervision in a timely manner.
· Monitor direct report performance based on agreed job descriptions and ensure their compliance with all Concern policies.
· Identify training needs for staff and provide the training necessary for the delivery of a high quality integrated programme through technical support training and advice.
· Ensure staff comply with the Programme Participants Protection Policy (P4), code of contact (CoC) and security procedures.
· Ensure the programme staff in Somaliland develops and maintains capacity to respond to emergencies.
· Monitor the humanitarian situation within Somaliland, Concern’s operational areas in particular, and make recommendations to the SMT for action.
· Represent Concern with government departments, UN agencies, private sector partners and NGO fora in Somaliland.
· Any other relevant duties as may reasonably be requested by the PD or the Country Director.
1.2.2 Programme Management and Development
· In liaison with the WASH Advisor and other relevant PMs, lead the team in implementing Concern’s Country Strategic Plan in Somaliland.
· Lead the development, implementation, monitoring and reporting of Concern’s IAPF programme in Somaliland and in Mogadishu.
· In consultation with the CD, PD, SD, technical advisors and Finance Team, Lead the preparation of the program budget collaboratively with program and finance staff.
· Track and manage project budgets and ensure expenditure is in line with agreed project plans and budget and submit budget revisions on time.
· Review the management accounts and donor allocations and respond to Finance team within the set deadlines.
· In conjunction with the Grants and Information Manager and Emergency Programme Manager and in consultation with the PD, explore opportunities to expand the programme and reach more vulnerable populations.
· Work with the Grants and Information Manager to identify funding opportunities.
· Line-manage Field Coordinators in Gabiley and Mogadishu, and others as required.
· Through the PD, liaise with the WASH, Education and other Technical Advisors to ensure the team in Somaliland and partner staff in Mogadishu receive sufficient technical support.
· Support programme staff and the M&E unit in the implementation of the M&E systems and the regular review of information to enable programme decisions and ensure continuous learning.
· Develop the programmes under your responsibility in line with Concern’s global policies, country strategic plan and PCMS.
· Support field staff to actively manage on-going relations with project participants and address any potential constraints in a timely manner.
· Roll out downward accountability systems including a complaints response mechanism, across all Somaliland programme locations.
· Undertake regular monitoring and support visits to programme sites, providing feedback to managers and staff and closely follow-up on recommendations.
· Facilitate programme planning annually and quarterly; support the development of work plans and ensure both output databases and work plans are regularly updated.
· Work with the Grants & Information Manager to ensure that monthly and annual reports and donor reports are submitted on time and in the correct format.
· Ensure cross-cutting themes are mainstreamed appropriately across Concern’s Somaliland programme.
· Take responsibility for the timely submission of high quality donor reports and proposals
· Identify and develop strategies for working with local CBOs.
· Continuously monitor humanitarian situation in Concern’s areas of operation, and share relevant information with the Emergency Programme Manager and the Programme Director.
· Be available to support or manage emergency responses when requested so by the PD/CD.
1.2.4 Systems development and management
· Through Operations Coordinator, assume overall responsibility of managing Hargeisa and Gabiley offices
· Ensure the Operations Coordinator, reviews, develops and maintains systems that support effective and efficient implementation of a quality program.
· Line-manage Operations Coordinator
· In consultation with HR, ensure sufficient human resources for the program and support in recruitment, retention and succession planning.
· Oversee compliance to Concern and donors policies, procedures and procurements requirements.
· Ensure that the Operations Coordinator keeps the Security Management plan (SMP) up to date, rolls out and oversees its implementation.
1.2.5 Project Documentation
· Contribute to the development of organisational learning through information sharing with other Concern fields and SAL where applicable.
· Support the documentation of success cases and disseminate learning within the country programme and organisation.
1.2.6 Coordination
§ Participate proactively in relevant coordination and sectoral meetings and continuously engage with UN, NGOs and other key actors in our areas of operations.
§ Engage with the line ministries in Somalia/Somaliland.
§ Share information on Concern activities and intervention and promote good relations and collaboration with other actors.
§ Ensure that relevant coordination matrixes are updated regularly and shared as necessary.
1.2.7 Other:
§ Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, accountability etc.
§ Support the Emergency Programme Manager for the effective and efficient management of the programme operations.

· Degree in Development related discipline;
· At least 5 years’ experience in NGO development work, at least 2 of which in a similar management level position;
· Specific expertise in at least two of the following areas: community development, food security, dry land agriculture, watershed management, natural resource management, community based disaster management/risk reduction, capacity building, working with partners
· Experience of budget development and financial management

The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA), Norwegian Embassy and the Netherlands. The SDF has allocated funding to the Government of Somaliland (GoSL) for the implementation of the Sool and Sanaag Education Project implemented by Ministry of Education and Higher Studies (MoEHS). As a part of its objectives, the project seeks to re-establish Dayaha and Las Anod Secondary schools in Sanaag and Sool regions of Somaliland respectively in sustainably managed boarding secondary schools. The MoE&HS therefore intends to use a part of the funding to engage the services of two Boarding School Head Teachers, one for Las Anod Boarding Secondary School and the second one for Dayaha Boarding Secondary School for a period of 16 months each.
The Ministry of Education and Higher Studies with support of the Somaliland Development Fund now invites qualified Senior Teachers with substantial experience in management of boarding schools to apply for these positions.
Required Qualifications/Skills
The head teachers will have the following skills, experience and qualifications:
Qualifications and skills
* Master’s Degree in Education or Educational Planning and Management. Alternatively a Bachelor’s Degree in Education or Educational Planning and School Management with at least 5 years of relevant boarding school management experience. Master’s Degrees in other disciplines will be considered if there is adequate boarding school management experience of at least three years;
* Excellent oral and written skills in English (knowledge of Somali is an advantage); and
* Computer literacy in Word, Excel (at a strong level), PowerPoint and internet research skills.
General professional experience
* Minimum of 8 years’ experience post qualification as secondary school teacher in the East and Horn of Africa;
* Experience with working with community based school management structures;
* Experience with post conflict or fragile countries context.
Specific professional experience
* At least 3 years of experience in establishing and managing a mixed boarding school;
* Demonstrable at least 1 year of experience with teaching in pastoralist communities;
* Demonstrable experience in setting up new schools or similar institutions;
* At least three years of experience with coaching and mentoring teachers;
* At least 2 years of experience with adolescents (guidance, support, counselling etc.) in a boarding environment.

Description:

International Resources Group (IRG), an Engility Company, is seeking a Mogadishu-based Operations Manager for the Somalia Growth, Enterprise, Employment and Livelihoods (GEEL) Project. This project is 5-year development project designed to promote and facilitate inclusive economic growth in Puntland, Somaliland and other existing and emerging federal states. The project is currently focusing on the agricultural sector (dairy, fisheries, sesame & banana) but is anticipated to expand in the future into other sectors of the economy. It will also seek to strengthen the business enabling environment through improving access to finance, policy and regulation, and business development services. Particular focus will be given to increase the participation of women and youth in the economy as entrepreneurs, employers, and employees.
The Operations Manager is key personnel and part of the GEEL Senior Management Team (SMT) and will work closely with the other senior staff and key personnel under all current and future Task Orders. The Operations Manager is responsible for all operations including administration, logistics, procurement, budgeting, finance and compliance, property, and oversight of Grants Under Contract. The Operations Manager must ensure that implementation is in accordance with USG regulations, IRG procedures and the specifications determined in the Contract. This position is responsible for ensuring all procurement processes are fair and transparent, reviewing financial compliance, and monitoring GUC and subcontract implementation.
Specific responsibilities include:
  • Ensure program implementation is in accordance with USAID regulations and procedures and the specifications described under the IDIQ and Task Orders;
  • Design and implement fair and transparent procurement processes and work with the project team to ensure that all procurement processes are perceived as fair and transparent by project beneficiaries and stakeholders;
  • Manage the finance team and provide direct oversight over both day-to-day and big picture financial activities of the project, including cash flow management and monitoring of obligations, budgeting, reviewing expenditures, and ensuring proper documentation practices;
  • Oversight and management of all Grants Under Contract activities under GEEL, including management of the grants team and ensuring GEEL grant activities under all TOs are compliant with USAID rules and regulations;
  • Manage IRG’s day-to-day field operations, including administration, logistics, procurement, budgeting, accounting, and the project's facilities such as office space, equipment and project vehicles;
  • Oversee the project Human Resources function, HR & Admin Manager and work with the Senior Management Team to resolve any human resources issues;
  • Contribute to annual work planning, budgeting, and overall program financial management, including responding to data calls from the IRG Home Office and USAID in a timely fashion;
  • Ensure main project residences and offices are habitable and promote a positive work environment;
  • Support the IRG contracts team in the management and oversight of local sub-contracts including the security provider, landlords, and local vendors;
  • Facilitate monthly review of field office operations workflow with the SMT; investigate, identify, propose and implement new ways of achieving project efficiencies in order to improve efficiency of programming; and
  • Coordinate as necessary with any other USAID partners, including joint responsibilities or functions and sharing of assets as appropriate.

Required Qualifications:

  • At least a Master’s degree in in business, finance, management, economics, international development, or a related field (or, alternately, a Bachelor’s degree in a relevant field and 5 additional years of relevant experience).
  • At least 6 years’ experience working in an operations management capacity on a donor-funded activity, of which at least 2 years must be in a position that involved supervising staff and at least 3 years’ work experience overseas in developing countries.
  • Experience working in/on fragile or post-conflict states preferred.
  • Fluency in US Government policies and procedures in regards to contract management, financial reporting, procurement processes, systems, and grants and contracts management.
  • Excellent oral and written English language communication skills.
  • Demonstrated excellence overseeing Finance & Accounting, Procurement, and Grants Under Contract functions of large USAID-funded projects.
  • Willingness to live and be based in Mogadishu.

Desired Qualifications:

  • Demonstrated experience managing or implementing projects in Somalia or surrounding areas.
  • Ability to communicate in Somali and/or Arabic language.
  • Working knowledge of QuickBooks financial software.
  • Advanced certification in accounting or finance (CPA, ACCA, etc.).
