    General Description of Tasks and Objectives to be Achieved: Under the overall supervision of the Officer in Charge FAO Somalia and under the direct supervision of the Senior Administrative Officer, the incumbent will provide administrative and finance related assistance to the finance and budget team.
    Specifically, she/he will:
    Provide budget and administrative support to the budget section to;
  • Monitor programme budget allotment and expenditure against assigned project budgets and FBAs, and identify need for new FBAs, review and share with HQ as appropriate. Keeps all project staff informed on any conditions including reporting requirements.
  • Support the maintenance of the commitments register (contracts, purchase orders, travel authorizations, operating expenses) for assigned projects for the purpose of providing charge information to the payments desk. In consultation with project managers, charge payments to appropriate codes if not covered by commitments.
  • Provide effective support to maintain budget control sheets for all assigned projects, certify availability of funds for financial commitments and prepare Field Budget Authorization (FBA) requests when additional funds are neededProvide effective support for the management of assigned project budgets to;
  • Assist in guiding relevant programme staff for budget revision, project status, determination of unutilized funds, operational and financial closure of projects.
  • In consultation with budget managers for EC-funded projects, convert codes for field expenditure into EC format.
  • At least monthly, access the official FAO financial records for all assigned projects available in the data warehouse, and reconcile local budget control sheets with them. Assist the Budget Assistant undertake analysis of expenditure patterns and identify opportunities for cost containment.
  • Assist in budget performance reporting tasks including but not limited to Monthly reporting to the Senior Administrative Officer on overall budget performance for all assigned projects using the data warehouse.
  • Preparation of budget reports as needed and on instruction from the Senior Administrative Officer or project managers.
  • Assist project managers in assigning budgets/ budget codes to project proposals.
  • Identify appropriate troubleshooting areas such as the need for budget revisions, and assist project managers in their preparation and review.
  • Play an Operations Assistant role to FAO programmes and projects and perform a variety of administrative functions including, but not limited to maintaining the filling system for technical and administrative documents and correspondence and drafting formal correspondence for the attention and approval of the Senior Administrative Officer related to the above responsibilities.

    General Description of Tasks and Objectives to be Achieved: Under the overall supervision of the Officer in Charge (O.I.C.)     With leeway for independent action, the incumbent performs the following duties:
  • Analyze payment workloads by project and on this basis assign project responsibilities to the Admin Clerks. Review workloads regularly.
  • Maintain the petty cash account for the OSU and report regularly on it; receive, review and certify reports of all other authorized FAO petty cash accounts.
  • Develop a payment schedule to ensure an even distribution as possible of payments throughout the month.

    Description of Saferworld Somalia/land programme:
    Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.
    Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Sudan. In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld’s headquarter is in London, with a regional office in Nairobi, and country offices in Kampala and Juba. The Somalia programme is managed from Saferworld’s Nairobi office and has recently established a Somaliland Office in Hargeisa.
    Job Purpose:
    The primary purpose is to support the delivery of a UK-funded project to strengthen peace and economic development in Somaliland in advance of the forthcoming Somaliland Presidential and Parliamentary elections. Saferworld, through its local partners, has a long history of supporting such processes in Somaliland. This project will have a particular emphasis on civil society engagement on conflict sensitivity around economic and security sector development. The Project Officer will support the delivery of this programme, including providing technical support to partners, coordination of activities, research and data collection, liaison with Somaliland authorities, accompaniment of activities across Somaliland and providing financial and monitoring & evaluation support to the Non-State Actors Project Manager. Project start is anticipated in August. (This position is subject to project award and funding.)

    Duties:
    1. Programme Planning, Development & Quality
    · Support the NSA Project Manager to plan project activities in a timely manner that is inclusive of all relevant actors.
    · Actively contribute to country office annual & quarterly planning
    · Support the development and submission of relevant funding proposals for Saferworld’s NSA programmes.
    2. Programme Delivery Monitoring, Evaluation & Learning
    · Participate in programme planning, project research and field data collection. Oversight of field data collectors.
    · Work with partner agencies, local stakeholders and Somaliland authorities, to support the delivery of the Political Stability in Somaliland project including accompaniment of partner activities
    · Support the development of key civil society forums in their work on conflict sensitive security and economic development.
    · Support the development of policy and advocacy action plans by local partners.
    · Support the reporting process to ensure timely and high quality donor and internal reporting which effectively captures programme impact and contributes to institutional learning
    · Accompany partners in the implementation of a monitoring, learning and evaluation framework for the project
    · Conduct thorough documentation of project activities in accordance with M&E frameworks
    · Provide timely narrative reporting on project activities and progress as per donor requirement.
    3. Office Management support
    · Support the Democratisation Manager to ensure the Hargiesa Office and guesthouse is efficiently and effectively managed
    · Provide logistical support to Saferworld staff and partner implementing agencies travelling to Hargeisa (securing visas, organising transportation etc.)
    4. Finance & Grants Management support
    · Support the NSA Project Manager in the financial management and administration of the project
    · Ensure that partner staff understand and apply financial management and control policies and work to deliver project targets within their agreed budgets
    · Ensure compliance with donors’ conditions and that financial risks are minimized and/or eliminated.
    5. Effective internal & external relationships
    · Raise awareness of Saferworld’s programme and partners among the Somaliland and international community and maintain a good working relationship and communication with all members of the Somalia/land programme team, Nairobi office and headquarter colleagues.
    PERSON SPECIFICATION
    Knowledge
    • A BA (MA an added advantage) in peace/conflict studies, development, international relations (or equivalent professional experience)
    • Understanding of Somali/Land political and cultural dynamics would be an advantage
    • Knowledge of key policy issues relevant to Somalia/Somaliland (democratisation, development, state-building, security sector reform, peace and conflict theory, humanitarian aid, aid effectiveness) is desirable
    Experience
    • Minimum of 5 years of experience working in international development, peacebuilding or related issues
    • Experience of report writing
    • Experience of working in complex and politically-sensitive contexts, and good political judgement
    • Experience conducting research and data collection.
    • Ability to work in a non-partisan manner, sensitivity to ethnic and cultural differences
    • A team player: able to demonstrate a constructive, cooperative and problem-solving approach
    • Prior experience of supporting projects relating to conflict sensitive economic development is desirable

    Organizational Setting
    This position is located in FAO Somalia's Office with duty station Bossasso, Somalia.
    Reporting Lines
    The Fisheries officer reports to the FAO Somalia Representative and the Sub Regional Coordinator for Eastern Africa and works under the direct supervision of the FAO Somalia Fisheries Coordinator, the technical guidance of the Fisheries and Aquaculture Officer of the Sub Regional Office for Eastern Africa and in collaboration with national consultants and counterparts.

    Key Functions
    • Contributes to the development of policies and strategies of the emergency and non-emergency program activities in the fisheries sector;
    • Provides substantive technical input for developing aquaculture and small scale fisheries value addition related project proposals and provides scientific advice and conducts analyses in support of the fisheries activities for reporting;
    • Prepares regular updates and analyses on the fisheries situation and specific needs, to be presented to the FAO Somalia Representative, and the Fisheries Coordinator;
    • Designs, manages and implements projects related to the development of the Small Scale Fisheries and Aquaculture sector;
    • Plans, organizes and facilitates training workshops and seminars; makes presentations on project topics and activities; prepares reports and other technical documents as required;
    • Provides assistance, as required and appropriate, to FAO implementing partners;
    • Manages and supports the day-to-day fisheries sector operations;
    • Supports and carry out assessment, monitoring and evaluation methods, training and strategy with all relevant partners;
    • ensures timely dissemination of required information to the donor community, UN agencies, NGOs, national authorities and all partners in support to the Somalia fisheries sector;

    • Advanced university degree in Marine Biology, Fisheries Science, Fisheries Economics or related field;
    • Five years of relevant experience related to fisheries and aquaculture, including experience in the planning and implementation of fisheries research projects, and the analysis and interpretation of the results and in the formulation of scientific advice for fisheries management purposes
    • Working knowledge (level C) of English and limited knowledge of another working language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
