Background:
As Somalia emerges from protracted and complex migration crises, opportunities to engage in more sustainable interventions are arising in many parts of the country. As the situation stabilizes, the International Organization for Migration (IOM) is gradually shifting its focus from life-saving and humanitarian assistance toward transitional and recovery programming whilst maintaining its capacity to respond to crises situations. In 2013, IOM Somalia established the Migration Crisis Operations (MCOPS) in order to effectively deal with the protracted nature of migration crises in Somalia and align its operations with the Migration Crisis Operational Framework (MCOF).
Context:
Under the direct supervision of the Chief of Mission, and in close coordination with the Programme Coordinator, the successful candidate will be responsible for the strategic development and implementation of the Migration Crisis Operations (MCROPS) projects with a particular focus on the development, planning and implementation of return, reintegration and recovery activities within the context of potential large-scale returns in Somalia. Currently the Migration Crisis Operations Unit focuses on two areas namely; youth migration and livelihood and migration crisis operations but future activities may anticipate broad sectorial reintegration approaches including health, WASH and protection.
Core Functions / Responsibilities:
  1. Develop the Unit strategy, implementation modalities and Monitoring and Evaluation (M & E) framework through close collaboration with other units of the mission, the Regional Office, national and local authorities, beneficiary communities and other relevant humanitarian stakeholders.
  2. Plan, develop and supervise the implementation of all activities of the Unit in multiple sites and assure high level quality of deliverables.
  3. Represent IOM at relevant cluster meetings (Protection, Shelter/Non-Food Items (NFIs), Food Security, Somalia Return Consortium, etc.) and with other government and humanitarian stakeholders relevant to the Unit.
  4. Ensure proper documentation, and external representation of the Unit activities implemented, including that all supportive documents for the projects (distribution reports, way-bills, beneficiary registration, land agreements, etc.) are recorded.
  5. Maintain oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements.
  6. Coordinate the execution of planned activities in Somalia with relevant units and project staff: provide technical guidance to the relevant activity components.
  7. Ensure timeliness and efficiency by regular and periodical monitoring of progress and budget utilization throughout implementation of the project activities; advise the management on corrective measures if necessary.
  8. Regularly coordinate and share implementation updates with the relevant units of IOM Somalia, the UN agencies and donors for enhancing internal/external coordination and public relations.
  9. Ensure timely liaison with the government and the regional authorities of Somalia on plans and implementation status as well as technical issues that may need to be addressed, in order to ensure their active role and involvement to enhance their ownership and sustainability of the project activities. Establish and maintain strong partnership and timely liaison with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders on promoting dialogue, information sharing and cooperation among government and non-government actors.
  10. Lead periodical communication with the donor, clarifying plans and implementation status of the project, and ensure timely preparations and submission of quality donor reports.
  11. In close coordination with the Senior Donor Liaison and Programme Coordination Officer, actively liaise with existing and potential donors and actively seek funding opportunities for the Unit.
  12. In close coordination with the Project Development and Monitoring Unit, develop concept notes, project proposals and budgets to address the protracted nature of migration crises in Somalia.
  13. Provide strategic inputs and guidance to IOM Somalia for effective response in Somaliland.
  14. Performs such other duties as may be assigned.

Required Qualifications and Experience
Education
  • Master’s degree in International Relations, Social Science or Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Experience in operational activities in a post-crisis or emergency area, including project management at middle or senior managerial positions undertaking progressive responsibilities, preferably in similar projects such as: registration and profiling of IDPs Livelihoods (cash- or voucher-based interventions; asset creation/rehabilitation; support to small-scale business; microfinance);
  • Experience in resource mobilization, development of project designing, monitoring and evaluation with familiarity with the logical framework approach and proposal/report writing;
  • Experience in facilitation and coordination of training;
  • Experience in handling sensitive situations and cultivate productive relationships;
  • Working experience in the Somali context an advantage;
  • Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, and experience working in a phase III or above security environment;
  • Experience in report and database required, preferably with Microsoft Access, graphic design and Power Point;
  • Strong budgeting and general analytical skills and familiarity with financial management.
Languages
Fluency in English is required. Working knowledge of Somali or any official UN language is an advantage.

Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programs include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others.

The Somalia operation includes sixteen field bases, of which five are main programme bases. The Hargeisa office in Somaliland serves as a hub for Country Programme technical staffs that are responsible for providing technical support in Somaliland, Puntland, Gedo and South Central Somalia. Currently there is over 280 staff involved in the DRC Somalia programme.
Purpose
The purpose for the Finance Officer to support the Head of Finance & Administration on budgeting, budget monitoring and other finance duties.
Key Responsibilities
Finance:
Under the responsibility of the Head of Finance & Administration:
Ø Preparation/reviewing/supporting of budget and budget revisions.
Ø Checking the monthly Budget follow up on spending, including overspending/ underspending.
Ø Monitoring of budget forecast against actual spending.
Ø Monitoring office support costs including staff salaries, office administrations costs and to support the field staff to follow Cost Share Policy

Ø Assist in checking field office cash books for uploading in Navision.

Ø Visit field offices to check and support compliance of DRC/Donor procedures, documentation etc.
Ø Participate in conducting trainings for staff in the field offices
Ø Support the Area Manager’s and Technical Manager on budget support.
Ø Follow up of action points raised for finance department for improvement and harmonization of documentation across the field offices.
Ø Substitute for Finance staff in field offices during absence.

Team Leader Evaluation of FAO Somalia Resilience Programme

FAO’s Office of Evaluation (OED) is launching the Evaluation of the Somalia Resilience Programme and is seeking applications for the post of Team Leader.
The FAO Resilience Programme is accomplished through the following outcomes:
  • Outcome 1: Targeted households and communities have diversified their livelihood strategies or benefitted from temporary employment
  • Outcome 2: Targeted households and communities have increased their food production and consumption in a sustainable manner, or are able to restore/maintain their productive capacity when faced with chronic pressure or shocks
  • Outcome 3: Targeted households and producer organizations are able to sell their produce and obtain better prices
  • Outcome 4: Targeted households and communities have access to knowledge and support services for productive activities and consumption
The Evaluation of the FAO Somalia Resilience Programme will aim to assess FAO’s performance in resilience building in Somalia over the past two years (2013-2014). It will assess the extent to which the programme has contributed to building the resilience of Somali people taking into consideration the protracted crisis nature of the context, and identify success factors and challenges.
It will provide in-depth external analysis of the various achievements of the programme, as well as of the bottlenecks and challenges. It will generate recommendations for adaptation of the activities and implementation modalities for enhanced performance of the programme.
The evaluation will also focus on the analysis of the coordination mechanisms in place, both in the context of FAO’s resilience programme and within the Joint Resilience Strategy. Wherever possible, lessons learned and good practices will be identified and learning shared within the organization - including other decentralized offices – and with implementing partners – including at national level- through the dissemination of the evaluation findings.
The Lead Evaluator should have experience in Evaluation and management of complex programmes, and competences in the following sectors:
  • Community planning and resilience building
  • Food and nutrition security
  • Livestock/pastoralism
  • Risk and conflict management
The Lead Evaluator will hold advanced University degree and at least 15 years of experience in any of the areas listed above. He/she will be fluent in English, written and spoken, will have proven capacity in writing clearly and concisely and in working within teams comprising diverse cultural and professional backgrounds.

PROJECT SUMMARY

Adeso is currently implementing WASH project for vulnerable communities in Lower Juba. The overall objective (Goal) of the project is to improve quality of health among children and women by building community resilience to cope with the effects of drought through increasing access to safe water supply and sanitation services, and improving hygiene behaviors for vulnerable populations.
The Safe water project is a 5- month project sponsored by Muslim Charity UK. To be implemented in Dhobley, Lower Juba Region. The project aims to reduce the negative effects of drought on pastoral lives and livelihoods are reduced through the timely delivery of water for human and animal consumption and Sustain livelihoods through provision of water for both people and livestock. Adeso has been implementing safe water project in both Afamadow and Dhobley and with funding from Muslim Charity Adeso will implement the second phase of the project began in January 2015.

CONSULTANCY BACKGROUND

Adeso is seeking a qualified individual or firm to undertake an Environmental impact assessment for Safe Water Project being implemented in Lower Juba South Somalia. An Environmental Impact Assessment (EIA) will help document the potential effects of the Project and recommend measures to manage (maximize positive and minimize negative) and monitor those effects. Based in Dhobley Lower Juba, the consultant will functionally report to the Deputy program Manager CARSP but technically to M&E Manager and will play a crucial role in providing a reliable, permanent source of fresh, safe water for household among pastoralists in Degelima village.

SCOPE OF WORK

The purpose of the Environmental Impact Assessment is required to identify and analyze the potential environmental impacts of proposed borehole drilling and piping activities. The EIA to be prepared for the safe water project will;
· Identify and analyze environmental impacts in all Project phases from before the drilling to after hand over to the community,
· Conduct a vulnerability assessment and beneficiary profiling as part of the project baseline assessment.
· Develop measures to address and mitigate adverse environmental impacts,
· Preserve environmental values, and help to realize sustainable development opportunities,
In accordance with the EIA guidelines the following areas will be covered in the EIA:
· An extended, non-technical summary
· An introduction which describes the borehole drilling project, its background and objectives
· A thorough description vulnerability assessments, and of the environment before borehole drilling commences,
· A description of the water drilling project with all phases from hydrological survey to hand over and beyond;
· An assessment of environmental impacts of the project with an evaluation of alternatives compared to the preferred option
· An Environmental Management Plan (EMP) which describes how the identified impacts are dealt with
· An Environmental Monitoring Plan with a description of e.g. species, stations and parameters to be monitored
· Public consultations
· Conclusions
· References used in the EIA process and Glossary of terms and abbreviations.
The EIA will cover only the safe water project intervention region that might be affected by the project. If the Project includes use of areas outside the borehole drilling area for e.g. roads, airstrips, grazing lands and farms; effects of these will also be covered.
SURVEY APPROACHES AND DELIVERABLES
  1. Literature review: Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records, etc.
The desk review should also establish existing micro financial mechanism available for WASH service delivery; this should include both ongoing practice and what microfinance institutions are rolling out in the market.
  1. EIA report with vulnerability assessment section incorporated.
  2. Environmental assessment and modelling to Identify social economic opportunities that exist in the identified project locations and how they can be applied
  3. Establish existing boundaries and targeted population to be positively by the project.
  4. Scoping workshop to involve the public throughout the EIA process and informing them continuously as the Project moves through one phase into another i.e. stakeholders to be consulted as part of the scoping phase.
  5. Establish challenges in water resource management that the available structures present in governance of the borehole to be drilled and possible recommendations on how to mitigate the challenges.
  6. Identify proven and tested best practices and approaches that can be replicated in the project implementation.
  7. Compilation, analysis, and evaluation of the gathered data and information.
  8. Site recommendations.
  9. Presentation of the final report to the project teams in Adeso.

SKILLS AND QUALIFICATIONS

· 5 years and above experience in undertaking environmental impact assessment for WASH projects in South Somalia.
· Bachelor of Science degree in Environmental planning and management, Environmental health, Water Engineering, Environmental & bio-systems engineering, Water engineering and or related field.
· At least 3 years of experience in conducting EIA for borehole works in rural contexts, including construction of shallow wells and sand wells.
· Working experience in the project areas with agro pastoral communities is mandatory.
· Experience working in a humanitarian or other international NGO.
· Strong cross-cultural skills and experience.
· A team player (If individual) with good organizational and interpersonal skills.
