THET is leading a scoping assessment of the HRH Nutrition needs on behalf of UNICEF Somalia being undertaken between December 2014 and April 2015 in all 3 zones of Somalia (Somaliland, Puntland and South Central Somalia).
THET has decided to contract out the field work element of this overall project, to ensure that we have the right skills and expertise for this integral element of the project delivery. THET is looking to set a contract with an agency or consultancy to provide a team of 2 consultants to undertake the field work element of the overall scoping assessment, which is described in the attached TOR . The consultant team will need to work closely with the THET Nutrition advisor who will guide the field work and oversee the delivery of the final report plus work with the THET Programme manager who has lead responsibility for programme oversight and the final delivery of the report to UNICEF. The 2 consultants will need to have specific skills, at least one should have a nutrition background and both have expertise in Human Resources for Health development
The field work needs to be undertaken in all three zones of Somalia by the same consultants, who will need to travel to 5 locations in Somalia during the course of the field work.
UNICEF are funding this assessment with the Ministries of Health as the key partner. UNICEF will be taking a lead on actioning the findings with MOH in the zones as part of their 2015/2016 Nutrition programme.
Key contract details
Type and Duration of the contract: There will be one contract with an agency or consultancy for the entire field work covering all 5 locations to be undertaken by a team of two consultants, working intensively over a 4/5 week period. The consultancy size is a maximum of 52 days. This would be 26 calendar days per consultant working together, of which 23 days are expected to be together in the field (covering all 5 locations within the 23 days),plus 1 day induction and 2 days for additional report writing.
Timeline: February - early March 2015 for field work plus report writing in Mid-March
Location of field work: Hargeisa, Boroma, Garowe, Bosasso and Mogadishu
Costs: To be fully inclusive: i.e. to include all transport, security, insurance and accommodation as consultants will be undertaking this independently. THET will not accept any liability for the safety and security for the consultants undertaking this work.

Context of the position
Solidarites International joint Kenya / Somalia mission was opened started in march 2007. SI has been directly implementing programs mainly in South and Central Somalia. In 2014 mission includes operations in one region in Kenya (Marsabit) and 3 regions in Somalia (Gedo, Lower Juba and Galgaduud).
Objectives of the position
The Security Coordinator supports the Head of Mission, the field coordinators and the base managers with the security management of the team and its assets. He/she assists with collecting information, the analysis of this information within a security context and establishing appropriate measures. He/she also assists with team training and awareness in security management. He/she is a key player in the management of security crises. In a specific context as Somalia, He/She will be the point of reference in security management and is expected to define ways and means to access vulnerable populations. Security coordinator will assist CD in the design, implementation, review and updating of the SI Security Management Systems in Somalia. He/she will advise the CD in implementation of mitigating safety and security measures. Security coordinator will conduct Security Risk Analysis (SRA) as tasked by the CD, or as situation requires, and as a result enforce to minimize the risk to the operations of SI.
The Security Advisor is a senior member of the national coordination team in Somalia. (S)he will directly reports to the Country Director (CD) and will provide technical support for Field officers in Somalia.
Essential duties and responsibilities:
– Networking – security analysis – security strategy
– To maintain and develop network of contacts with relevant external actors in the areas of responsibility (INGOs, civil society, local authorities..), to exchange information, and co-operate regularly;
– Permanent follow-up of the evolution of political and security situation in each region of operations;
– Define the main security and contextual trends according to the information collected and provide regular analysis for for CD;
– Carry out an annual risk analysis and risk level review for each of SI Somalia’s locations in coordination with the Field Coordinator and CD;
– Define together with CD the appropriate security strategy according to the risks identified for each area.
– Participate in interagency security meetings and share timely reports with CD
– Organize in cooperation with CD the feedback of relevant security information to the Field Coordinators.
Managing the impact of security on operations – operational support to the team
– Assist the CD in reviewing the impact of security factors on SI program designs and delivery, as well as the potential impact that programs might have on the stability and security (both positive and negative), making recommendations regarding possible support needs and improvements;
– Provide advice and assistance to Field coordinators, program and Project Managers on the mainstreaming of security risk management in all stages of project planning.
– To participate in the weekly Solidarites “Country Team Management” meetings when in Nairobi;
– Closely cooperate with the Log Co that all the goods and premises are secured;
– Improve and control the application of security procedures;
Reporting
– Prepare and submit a weekly security analysis report for Somalia to CD;
– Review, update and implement SI’s Security Management Systems for Somalia in accordance with SI security guidelines, and in close communication with the CD, logistics coordinator, field coordinators and field officers;
– Monitor, evaluate, and suggest to CD changes and improvements in the SI Security Management System based on observations and inputs from the staff;
– Prepare ad hoc security reports and analyses as requested by CD;
– Improve the gathering and sharing of security information and develop a system for capitalization of security/context information;
– Ensure the monthly update of security plan, evacuation/hibernation / relocation strategies for each base and security phase analysis, risk matrix on agreed SI templates.
Training
– Assess staff’s safety & security training needs;
– Ensure and improve staff compliance to security procedures in coordination with the Field coordinators and field officers;
– Deliver and/or facilitate staff safety and security trainings;
– Training and capacity building of the Somalia-based security staff in liaison with the CD.
Security incidents management
– Report any security incident to the Country Director immediately using agreed formats;
– Intervene in tense security situation, in close cooperation with the Country Director;
– Ensure the direct management of security incident which can occur on the mission in close cooperation with the Country Director;
– Ensure the follow-up of these security incidents: relation with armed groups, local authorities, traditional leaders, in close cooperation with the Country Director;
Critical aspects management
– Direct support, on the field, during critical period for example relocation, reopening or opening of areas, bases, roads, airports, recruitment, renting, contracts awards, firing of staff;
– Support the Country Director to establish the right contacts in case of assessment / evaluation / opening of activities.
– Plan/Organize journeys on the field for local and expatriate staff to SI areas of operations (security procedures, communication tools…)
Context of the position:
Brief overview of SOLIDARITES INTERNATIONAL work in the country:
Solidarites International has been operational in Somalia since 2007. SI main areas of intervention are WASH and Food Security. In Kenya, SOLIDARITES has field base in North Horr. Resilience and WASH project are implemented in Marsabit county, with funding from EU and DFID. In Somalia, SOLIDARITES has field bases in two regions: Gedo with offices in Mandera (on Kenyan side), Luuq and Elwaq and in Galgaduud with offices in Adaado and Abudwak. Projects are focusing on WASH and food security. SI secured funding form ECHO, OFDA, CHF and UNICEF. At the time of the writing of this job description SI is also considering opening activities in other locations.
How the mission is organized:
The coordination is based in Nairobi. The Field Team dedicated to Somalia Programs is based in Dadaab and Mandera in Kenya, close to the Somalia Border.
Insecurity in Somalia does of course affect our presence on the ground. This situation has deteriorated lastly, affecting all humanitarian activities of all humanitarian actors, and incurring real difficulty of access.

Profile sought:
Education: Relevant university degree or higher education, preferably in international relations and/or development, political science or social studies (history/political science/social science).
Experience:

CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for suitable candidate to fill the position of Program Monitoring and Learning Coordinator for Rural Women Program based in Garowewith frequent travel to project areas.
1.JOB SUMMARY
The Program Monitoring and Learning Coordinator has the overall responsibility for managing program monitoring, evaluation and learning related activities within a defined geographical area and will report to the Program Coordinator – Rural Vulnerable Women. The incumbent will contribute to strategic planning and lead in management of all programmatic aspects within the defined geographical area. The Program Monitoring and Learning Coordinator is responsible for maintaining high quality, accountable and impactful program design and delivery. Key responsibilities include coordinating program design, monitoring and evaluation exercises, organizing periodic program review workshops and providing technical support to staff to streamline M&E and learning within the country office.
The position will be directly responsible for learning and knowledge management, staff oversight, advocacy and liaison with partners, and other stakeholders who are key to achieving the results of the program. The program will address the needs of vulnerable rural women and will be designed around a theory of change that is based on continuing assessments, studies of the underlying causes of poverty and learning from existing interventions. The program will work closely with CARE’s strategic partners and other local NGOs, community groups/associations, local elders, women organizations, local government, research institutes and private sector - in recognition of the fact that addressing the underlying causes of exclusion and marginalization will need the involvement of all these stakeholders.
2. Key Roles and Responsibilities
R1:Program Design, Implementation, Monitoring and Reporting(40% of time). To be responsible for all aspects of delivering a high quality and accountable program for the rural women program
· Contribute to the development and regular review of theory of change, program strategy and key sectoral approaches
· Design and manage interventions in Somalia in close collaboration with Area Managers to ensure synergy and inter linkages
· Coordination and management of baseline, mid-term and final evaluation through preparation of ToR, oversight of consultants, review and finalization of reports.
· Coordinate with PQU on development of a program-level M&E system that aligns existing programming to measure the desired changes in the lives of the impact group
· To ensure high quality implementation, monitoring, evaluation and reporting is done as per the donor requirements (includes providing technical support and training on report writing, data collection methods and tools, data analysis using SPSS and MIS).
· Develop a knowledge management system to ensure continuous cross learning among all the projects within the program and that these are reflected in new initiatives
· Coordinate with PQU on the planning and implementation of studies, research, assessments, evaluations and knowledge events as needed.
· Provide input and advice to CARE Somalia CLT on strategic planning, program strategies and operational issues
· Participate in Monitoring, Evaluation, Accountability and Learning working group and back-stop for other M&E staff as/when required
· Work with the staff in the field offices to ensure that there is adequate documentation for all the projects.
· Contribute to roll-out, training and effective use of MIS within the CO.
R2: Learning and Knowledge Management (40% of time)
· Coordinate with PQU to ensure ongoing monitoring of partners and quality and accountability of work
· Ensure strong collaborative relationships are developed between the intended impact group, CARE and partner staff. Ensure strong input by the intended impact group in program strategy, design, monitoring and evaluation.
· Organize periodic program review meetings in coordination with Program and PQU to assess progress, share learnings and make recommendations for improvements
· Review and submit monthly project reports to PQU and contribute to development of quarterly program report to capture key achievements and challenges.
· Identify partner capacity needs and coordinate with PQU or PS departments where strategic partners are in need of specific capacity building support that can be provided by CARE
· Ensure strong collaborative relationships with key government departments and relevant private sector organizations/
· Ensure the program is implemented in line with partnership principles as outlined in CI policies.
R3: Staff Management(15% of time)
· Oversee field staff as appropriate

The Program Monitoring and Learning Coordinator has a role in ensuring staff safety and security with technical support from the Safety and security advisor. As such, he will be responsible for ensuring programs are delivered in a safe and secure manner. Key tasks include:
· Work to ensure that security management protocols and procedures are updated, made locally relevant and applied consistently,
· Work with the security advisor to ensure that risks to staff, beneficiaries and assets are mitigated through a deterrence, acceptance, protection and program-enabling lens.
3. Working Conditions
This is a posting in Garowe in Puntland with frequent travel to project sites depending on security conditions. Somalia is unstable and insecurity often prevents access to some areas of the country. The climate is hot and dry. The staff member will be provided with a private room with bath in a shared guest house. All meals will be provided.
4. Required Qualifications (minimum requirements)
Experience
· Minimum relevant graduate degree with significant relevant M&E and knowledge management experience.
· At least 5 years experience working in conflict/post conflict context, with preferred work experience in Somalia.
· At least 3 years experience in a project or program management or advisory role
· At least 2 years’ experience in working with pastoralist communities in Africa, preferably in the Horn
· Demonstrated experience in development and recovery programming
· Demonstrated experience in program assessments, problem analysis and program design
Skills/capacity:

Consultancy to develop in service training policy, long term plan and CPD accreditation guidelines for Somaliland MoH

In Somalia, According to WHO report , during civil war, the severest effect on health care system was the human resource for health, where overwhelming majority of the qualified health professionals departed from the country while other huge number of those health workers were killed during the civil war. In addition, human resource development activities were disrupted. Over the past years INGOs and UN agenciesundertake funding of in-service training and CPDs of the health workers to meet the emergency needs of the population.
In-service trainings provided to health workers are mainly supported by INGOs and UN agencies with a poor planning and coordination. Some of these trainings are neither need based nor provide appropriate skills and knowledge to trainees. This makes the quality of most of such trainings questionable.
Although the Somaliland Ministry of health and health partners spent a huge amount of money on in-service trainings for health workers at all levels (health facility staff, regional and central ministry staff), nevertheless, there were always poor coordination and limited quality assurance of the trainings provided to the health workers which leads that the expected impact has not been achieved yet. Furthermore, accurate and up to date on the number and types of trainees across MoH staff is not comprehensively recorded and regulated to allow any kind of CPD accreditation. In fact, this is due to absent of clear in-service training policy, strategic plans and accreditation guidelines in the health sector.

General Information on the Vacancy

Objectives and general characteristics of the position:
The Medical Coordinator will ensure a qualified technical assistance to the Programme Coordinator for the implementation of the projects.
S/he will ensure the planning, implementation and monitoring of the technical activities of the projects.
S/he will maintain a close link with the hospital Director and staffs as well as with the international experts/staffs, to promote the delivery of quality care, health data accountability, development and application of clinical protocols, insurance of technical assistance and mentoring of hospital staff, including the organization of training activities.
S/he will ensure a close technical coordination with all the Health stakeholders in Puntland and other technical coordination bodies with the aim of guaranteeing full integration and effective synergies of the action in the framework of development aids to GGH.
S/he will coordinate and participate in the analysis of hospital needs and priority area of intervention, to guide and support the identification of new actions in line with the local health strategies and Donors’ policies, and in the elaboration of new projects proposals.

Duties and Responsibilities:

  • Prepare and implement a training plan to capacitate relevant staff in the utilization and implementation of the developed hospital protocols, in close collaboration with the Hospital Director and with the technical support of international experts, physicians and nurses (CCM staffs and/or volunteers).
  • Support the Hospital Director in the supervision of the clinical services provided at Hospital level, with particular focus on the respect and application of the clinical protocols developed in the past years.
  • In close coordination with the Hospital Director, coordinate the continuous supervision, support and monitoring of staff performances in the management of patients and clinical care provided at hospital level.
  • In cooperation with the Programme Coordinator (PC), supervise and coordinate the project technical activities organized within the hospital.
  • In close collaboration with CCM PC and Hospital HMIS Officer, monitor the implementation of clinical activities according to the M&E framework (including data collection and analysis on a monthly basis) in order to ensure the achievement of project goals and targets.
  • Participate in the analysis of health needs in the hospital and in the areas of intervention in Somalia, to guide the identification of possible actions and support the elaboration of new projects proposals, considering the local health strategies and the donors policies.
  • In cooperation with the Regional Health Advisor and the PC, prepare the ToR for CCM consultants/volunteers, expected to carry out missions foreseen in the project.
  • Support the project coordinator/CR in the planning, monitoring and evaluation of the activities.
  • Represent CCM and provide technical assistance to the interagency RH Working Group established in Garowe to promote synergies and enhance the coordination among partners active in the MCH sub-sector.
  • Prepare monthly technical and narrative reports on the activities undertaken and health performances achieved, to be submitted to the PC according to CCM format and internal procedure.
  • Support the drafting of quarterly/final reports as per Donor’s requirements and in the revision of technical reports prepared by CCM consultants/volunteers who have conducted specific health activities in Garowe.
  • Support the PC in the procurement process of both medical and non-medical items, involving the Hospital Management Team and following CCM procurement procedures.
Job profile
The ideal candidate is a Medical Doctor with proven experience in Hospital management. S(He) shall have previous work experience in post conflict contexts, excellent negotiations and team working capacities both with local and international partners and shall combine clinical knowledge, coordination skills and cultural sensitiveness. Previous working experience in health project in Africa is an asset and knowledge of Somalia Health System and context would be highly appreciated.
The position requires regular stay in Garowe (Puntland). Therefore, the suitable candidate shall prove high adaptability to remote contexts with volatile security conditions and the capacity to provide rapid feedback, work under pressure and meet tight deadlines.
Mandatory Requirements:
· Degree in Medicine;
· Master degree or other post graduate training in Management of Health System, Public Health or any other relevant topic;
· At least 10years of proven clinical experience in a hospital of medium size (70 beds);
· At least 5 years of relevant work experience in the implementation of health projects in developing countries;
· Competency and proven experience in standard methodologies for situational analysis and needs assessment; Good technical skills for the monitoring of developing projects (including logical framework and M&E tools);
· Good communication and interpersonal skills;

  • carry out classroom observations;
  • assess the quality of training materials and curricula against international standards;
  • develop methodology and questionnaires for a baseline/endline survey to assess the impact of training on employment outcomes etc.
