POSITION SUMMARY:
The Logistics and Administration Officer will provide logistical support and administrative advice to Adeso operation areas, particularly in Nugal Region. This is a field based position and is directly managed by the Senior logistics & Procurement Officer. The Logistics and Administration Officer will be a full-time member of the Adeso team.
POSITION PURPOSE:
Adeso is seeking a qualified and committed individual to join its team as Logistics and Administration Officer. The primary role of the Logistics and Administration Officer will be to provide logistical and administrative support and advice to the project team during the project implementation period. The support role of the officer will be focused on, but not limited to, the Bari region of Somalia. The officer will also be expected to provide administration and logistical support to other regions where Adeso is operating on a needs basis.
SPECIFIC ROLES AND RESPONSIBILITIES:
Logistics:
  • Management of agency and rented vehicles, ensuring that all are safe and road-worthy, have proper on-board vehicle documentation, and separate vehicle files. The officer will carry out continuous tracking of vehicle log-sheets, monthly compilation and submission of log-sheets and will organize cleaning of vehicles;
  • Schedule vehicle use to meet programmatic and operational needs by maintaining vehicle movement board daily and managing vehicle request forms;
  • Oversee and ensure proper use of the vehicles by overseeing fuel consumption, purchase and tracking including coordination with gas station(s);
  • Organize regular service schedules for vehicles, maintain service schedule files and ensure major repairs are done in a timely manner by a professional mechanic;
  • Track vehicle expenses in accordance with the respective procurement policy and project budgets; file monthly vehicle consumables sheet for each vehicle separately;
  • Order and maintain stock of spare parts and consumables;
  • Coordinate with communications department to ensure regular vehicle communications and ensure security measures for vehicles such as parking, storage of keys, emergency supplies etc.;
  • Responsible for oversight of vehicle rentals including tracking of leases and payments;
  • Support programs with the required logistic information (costs, availability of products etc.).
Procurement:
  • Daily coordination of Adeso procurement activities and assisting office staff with procurement activities as required;
  • Procure requested program support items in a timely manner, ensuring that Adeso procurement procedures are followed;
  • Assist program and operations personnel in regular procurement planning meetings;
  • Assist staff as needed in creating clear and understandable purchase requests and other documentation;
  • Collect quotations and bids from vendors and prepare the required documentation of supplies and transactions in compliance with Adeso standards;
  • Prepare status reports on deliveries for procurement, logistics, office management and receipt of supplies;
  • Assist in the maintenance of thorough procurement files as outlined in the Adeso procurement policy;
  • Account for purchased items and coordinate with appropriate logistical and administrative staff members;
  • With full understanding of Adeso procurement policies and formats, assist as needed in training staff on these policies;
  • Keep records of and maintain contacts with suppliers and local repair/maintenance shops, conducting price comparisons among them in order to get the best deals.
Administration:
· In collaboration with the Program and Operation team, contribute in developing appropriate project planning and implementation mechanisms;
· Manage and update inventory and stock list in Adeso offices, stores/garage and program sites on monthly basis;
· Organize Adeso program and operations files and keep them updated as needed;
· Coordinate with the landlord of Adeso rented premises to ensure that buildings are well maintained and that leasing documents are in order;
· Support the administrative management of the projects, including financial, logistical and operational activities;
· Provide the Project Manager with logistical support in organizing project related workshops and meetings and any other necessary preparations;
· Coordinate with other staff members to ensure the offices, warehouses and field sites are adequately equipped and supplied;
· Maintain the guards, SPU and drivers schedule for the office/guesthouse and field related trips;
· Participate in hiring and disciplinary measures for drivers; manage drivers’ leave schedules ensuring smooth operation of the fleet and coordinate with Human Resources to ensure proper tracking of drivers’ HR files;
· Ensure that the Adeso logistics systems, procedures and working practices are adhered to;
· Keep a proper record of quotations (eventually tenders), requisitions, purchase order forms, goods received notes, receipts, waybills, and all other documents;
· Ensure that the proper administrative procedures and standards for requisition follow-up, purchasing, stock-keeping and dispatch are followed;
· Inform staff about security situations in the area, coordinate with local authorities and other agencies on security related issues and provide appropriate advice to the staff and in particular, the management team;
· Maintain project documents and information with confidentiality, ensuring that all records pertaining to the project are properly completed and stored in a secure place;
· In cooperation with the Regional Security Manager, regularly review the security situation of all Adeso offices, evacuation plans, security instructions and any other contingency planning that may be necessary;
· Ensure incident and accident reporting is conducted as necessary. This includes completion of incident report forms, informing necessary actors and maintaining incident report files. Meet regularly with head of office to share necessary information;
· Training/orientation of staff: Ensure orientation of new international staff is completed during first month of arrival in Somalia;
· Provide regular briefings/trainings to national staff on preventative security measures and conduct in Adeso office;
· Ensure that all necessary measures are taken to provide Adeso employees with a safe working environment as detailed in existing guidelines – the Logistics and Administration Officer will be responsible for fire regulations and procedures of acceptance of visitors and vehicles to Adeso compound;.
· Produce regular bi-weekly written reports in English and Somali on the security situation in project sites based on the current information available from other agencies like NSP, Adeso’s other offices, media and other sources;
· Monitor local and national news (radio, television and print) and translate appropriate information in daily updates.
Others:
· Understand and adhere to Adeso established policies and procedures for administration, finance, procurement, safety and security management;
· Other duties as assigned.
SKILLS AND QUALIFICATIONS:
· Undergraduate degree, preferably in Logistics Procurement, Supply Chain Management, Business/Public Administration or Diploma;
· A minimum of two years professional experience, preferable in Logistics, Supply Chain Management and Administration;
· The candidate must be able to manage several tasks simultaneously and be flexible and willing to assume a range of unanticipated assignments;
· Willingness to travel to field and project activity sites as required;
· The position requires excellent attention to detail and organizational skills, maturity and the ability to work in a fast-paced environment;
· Strong spoken and written communication skills in English and Somalia languages;
· Ability to work independently and as part of team;
· Professional and friendly communication style with the ability to communicate professionally with a diverse group of stakeholders;
· Excellent working knowledge of Microsoft Word, Excel, Access, PowerPoint, e-mail applications and the internet;

Purpose of the function
The Associate Country Director is responsible for the delivery of Oxfam Novib contribution of the Oxfam in the Somalia country strategy. Also the human resource management of the field office staff from Oxfam Novib is an important task. The Associate Country Director (ACD) of Oxfam Novib reports to the Country Director Somalia. The Associate Country Director is member of the Oxfam County Leadership Team.
Main tasks To ensure the delivery of Oxfam Novib contribution of the Oxfam in the Somalia country strategy 2011-2015, in accordance with Oxfam programme standards; As the programme team coordinator of Oxfam Novib in Somalia, to ensure the professional management of the Oxfam Novib programme and partner portfolio for the secured DGIS-funding in Somalia (approximately 2.2 mln euro per year) 2011-2015; To monitor the progress of the implementation of the Oxfam Novib programme strategy and approach including (the planning of) the evaluation and learning aspects, and to inform the Oxfam Country Director of risks, opportunities and changes; To ensure adherence to the Oxfam Novib policies and standards for programme,

What we are looking for: Experience with managing & building small teams in a multi-cultural setting. Experience in leading team in a transition period, change management and employee relations. Coaching leadership style and co-ordination skills; stimulate entrepreneurship and consolidate learning. Ability to work as both team coordinator, as well as independently and with entrepreneurial spirit, but in close collaboration with regional and headquarter staff and staff of other Oxfams. Networking skills and cultural and political sensitivity in maintaining a gamma of relationships. Demonstrable high-level communication skills and proficiency (in writing and narrative) in English. Dutch language skills are an advantage. Excellent writing skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences. Affinity with and at least 5 years experience in working with international and/or national civil society actors, and experience in capacity building; coaching and delivering training at an individual and group level. Significant experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as ECHO, DFID, AusAID, CIDA, SIDA, UN agencies etc. Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting. Experience of managing and developing a business plan for a field presence, managing donor contracts and relationships, delivering on obligations and a good awareness of donor requirements and priorities. Experience with humanitarian and long development practice, esp. related to food security, natural resource management, disaster risk reduction; or human rights, gender justice and good governance. Experience of working in a sometime less secure environment. Ability to be adaptable and flexible and prepared to travel to and work in crisis regions. Very good self management competencies, in particular the initiative and ability to work proactively to achieve concrete results, and ability to stimulate team work, ensure collective delivery of results. Knowledge of, working experience in the Horn of Africa region context is a prerequisite.

The Community mobiliser shall be responsible for planning, implementing and supervising all activities of the project including mobilization and registration of beneficiaries as well as resolving work related community conflicts to ensure smooth implementation of project activities.

OVERVIEW OF THE POSITION
The Project Enigneer’s role will be to give his/her techncial expertise as required in the role. He/She is responsible for managing staff under his/her supervision.
GENERAL FUNCTIONS
The Project Engineer will work under the overall supervision of the Project Manager and will perform the following specific duties and responsibilities:
§ Conduct Rapid Infrastructure Assessment (RIA) to identify facilities and Equipment of the prioritized districts. Desk reviews, field surveys, coordinate with Government of Somalia and prepare necessary reports.
§ Determine final selection of the sites using agreed weighting of priorities as per site selection for the initial RIA, such as population served by the individual units, intensity of crime and insecurity, high proportions of disadvantaged, etc. The criteria and weighting, as well as the final list for each district, would need to be endorsed in writing (such as by email) by the donors:
§ Prepare technical documents, conduct procurement process together with procurement/technical teams, and evaluate bids and contract awards
§ Coordinate with donors and consultants to finalise technical designs
§ Supervise / review Architectural, Structural & Services drawings, BoQ’s, specifications and process building approvals
§ Day to day construction supervision and contract management
§ Ensure compliance of all QA/QC measures and standards are adhered too and that the required testing and commissioning is undertaken and duly recorded.
§ Provide the necessary weekly technical reports for each site under his/her responsibility
§ Verify on site all payment valuations undertaken by the contractor
§ Work closely with the Contracts Team in Nairobi to enable documenting and close monitoring and evaluation of works throughout the course of implementation of the works
§ Ensure that the implementing partners meet their reporting requirements, particularly the production of daily progress reports and site diaries.
§ Ensure that the contractor pays the required observance to the H&S and management of the project site, to ensure the safe and efficient undertaking of the site activities.
§ Establish a strong and regular working relationship with key ministerial counterparts / project stakeholders
§ Establish solid working relationship with the Project Manager and support him/her as required.
§ Consult key stakeholders, technical service providers and communities in order to inform the design and the development of performance management tools and processes
§ Collaborate with technical experts and Communities of Practice (COPs) with regard to performance management in order to foster knowledge sharing
§ Manage communications and ensure key stakeholders are aware of activities under his/her purview
§ Advise the PM on issues that may impact the smooth flow of the project

Monitoring and Progress Controls
Technical Task
§ Review the civil and architectural designs for all infrastructure projects in term of accuracy and suitability to overall design requirements, including identifying improvements in the designs and be able to propose practical solutions.
§ Ability to analyse and design processes for civil engineering as requested utilising research, development, design and other tools and devices.
§ Strong ability in reviewing the accuracy of the bill of quantities for the projects
§ Strong ability in producing bill of quantities in accordance with international standards
§ Ability to verifying technical specifications, equipment and fittings, services and the quality of construction materials
§ Follow up the contractual obligation of the contractor on the site and secure the testing of the construction material and installed equipment and fittings in order to verify the quality of their design and manufacture
§ On the site, ensure that the work is implemented in accordance to instructions, agreed method statements, drawings and technical specifications and as per contractual agreement
§ Check and approve material and equipment incorporated in the works
§ Measure, check and record the executed works against payment request submitted by contractor and review measurement sheets for the periodic payment of the work
§ Liaise with the Mechanical Engineer and Electrical Engineer on associated and incorporated M&E components of the works design and construction
§ Produce civil engineering design reports
§ Prepare estimates and prices for new project development works
§ Prepare monthly progress reports as well as drawings when requested. Studies on contractors’ claims and variation orders and immediately reports any problem or constraints arising in the progress of the work and between stakeholders
§ Keep files for all site memos and instructions, measured quantities of work and material on site
§ Prepare Snag List for final project checking, prior to handover
§ Manage and supervise final commissioning and handover documents to clients
§ Ensure as-built drawings and maintenance manuals for the finished materials used in the works
Final Product
§ The successful delivery of infrastructure projects to budget and in accordance with quality, time, H&S and risk management parameters
ESSENTIAL EXPERIENCE
Education:
§ First University Degree in Civil Engineering or other relevant discipline from an accredited university
§ Postgraduate qualifications will be an advantage
Work Experience:
§ 4 to 5 years of progressive experience in management, site supervision with focus on monitoring, reporting, development and coordination in either public or private sector organizations.
§ Candidate with experience working on International/ Local projects in conflicts/disaster prone areas will be preferred.
§ Experience in contracting and/or consulting environment is also an advantage

RESPONSIBILITIES AND DUTIES:
International Resources Group (IRG), a wholly owned subsidiary of Engility Corporation is seeking aValue Chain Specialist for the USAID Somalia Growth, Enterprise, Employment and Livelihoods (GEEL) Project. This project will promote inclusive economic growth in South Central Somalia, Somaliland, and Puntland and aims to strengthen the business enabling environment through access to finance and policy and regulation support; promote enterprise development through business development services; improve production, employment, and incomes in select agricultural value chains; and increase participation by women and youth in the economy as entrepreneurs, employers, and employees.
The Value Chain Specialist is part of the GEEL IDIQ Senior Management Team and will work closely with the other key personnel under Task Order 01 - “IDIQ Management” and to operationalize all aspects of the implementation of technical activities under GEEL Task Order 02 – “Agriculture Value Chain Services.” He/she will be required to oversee staff and activities under Task Order 02, “Agriculture Value Chain Services” and to work with various Somali stakeholders, including private sector firms, associations and cooperatives, community groups, government officials and other development partners.
  • The Value Chain Specialist is responsible for managing the project’s outcomes and ensuring that all targets and deliverables related to agriculture are met according to the schedule outlined in TO-2 and the GEEL work plan. He or she will provide strategic vision and oversight to these program activities;
  • S/He will provide technical expertise and manage technical staff focusing on areas such as agribusiness, enhanced agricultural production, post-harvest handling, storage, and processing, improved food safety and security, improved market linkages, business development, new product marketing and branding and regional trade facilitation and capacity building of agricultural grantees;
  • S/He will advise on the development and collection of relevant end market research as well as provide analysis on the information and supervise the broad dissemination of the information to Somali stakeholders and potential investors;
  • S/He will work with project team members to organize trade missions, competitiveness events, value chain working group platforms and broader stakeholder forums;
  • S/He will assist the project technical teams in designing methodologies used for identifying measures that can be taken with companies, businesses, cooperatives, associations, and other intermediaries, to improve their performance, sales, production and competitive pricing;
  • S/He will advise the M&E team as needed in capturing all the anticipated benefits from value chain interventions;
  • S/He will participate in the development of EOIs, RFPs and APS under the “Value Chain Competitiveness Fund” (VCCF);
  • S/He will be a permanent member of the selection committee overseeing the VCCF mechanism.
MINIMUM TANGIBLE QUALIFICATIONS:
  • At least a Master’s degree in business, economics or a related field, such as agriculture; or a Bachelor’s degree with five additional years’ experience;
  • Minimum eight years’ experience in agribusiness in developing countries (or 13 years if proposing key personnel with a Bachelor’s degree);
  • Prior experience working in or on fragile or post-conflict states;
  • Experience managing staff and other resources to achieve results;

  • Knowledge and understanding of HAACP, ISO, Global GAP and other internationally accepted food safety standards necessary for international export highly desirable;
  • Established relationships with and/or substantive knowledge of international agribusiness firms is advantageous;
  • Experience working with HV fruits and vegetables for export markets is highly desirable;
  • Experience working collaboratively with host country governments, the local private sector, and implementers of other donor-funded activities;
  • Excellent oral and written English language communication skills.
PREFERRED QUALIFICATIONS:
  • Oral and written Arabic or Somali language communication skills.
