ASSOCIATE DISARMAMENT DEMOBILIZATION & REINTEGRATION OFFICER (DDR OFFICER)

• Contributes in the development, implementation and evaluation of DDR activities in assigned region in accordance with system-wide principles and guidance, and the mandate of the Mission in particular.
• Carries out basic research and analysis on selected aspects of the DDR programme, including operations and other related subjects and activities, e.g. reviews relevant documents and reports; collects, analyses and presents statistical data and other information gathered from diverse sources; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Contributes to the monitoring of DDR activities, undertakes periodic reviews of DDR operations to assess effectiveness and efficiency, achievement of results and procedural compliance.
• Maintains awareness of current DDR issues, including relevant political, policy and gender considerations; monitors and assesses the political situation in assigned area of responsibility as required.
• Participates in discussions with the Mission’s civilian, military and other components, as well as with international and national partners on DDR activities.
• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, manuals on standards and procedures, inputs to publications, etc.
• Provides administrative and substantive support to consultative and other meetings, conferences, including the preparation of background documents and presentations, handling logistics, etc.
• Undertakes outreach activities; participates in the development and delivery of training workshops, seminars, and induction courses on assigned topics/activities.
• Organizes field visits for high-level UN officials; participates in field visits to review implementation of various DDR programmes/activities, including provision of substantive and administrative support.

1.0 PROCEDURES AND RULES
UNICEF is the agency of the United Nations mandated to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Guided by the Convention on the Rights of the Child UNICEF strives to establish children’s rights as international standards of behavior towards children. UNICEF’s role is to mobilize political will and material resources to help countries ensure a “first call for children". UNICEF is committed to ensuring special protection for the most disadvantaged children.
UNICEF carries out its work through its headquarters in New York, 8 regional offices and 125 country offices world-wide. UNICEF also has a research Centre in Florence, a supply operation based in Copenhagen and offices in Tokyo and Brussels. UNICEF’s 37 committees raise funds and spread awareness about the organizations mission and work.
1.2 PURPOSE OF THE RFP
The purpose of this RFP is to invite proposals from qualified institutions with experience in child rights and communication/advocacy campaigns, and the ability to organize such campaigns in Somalia.

1.4 RFP CHANGE POLICY

1.6 BIDDER RESPONSE
1.6.1 Formal submission requirements

1.8 RIGHTS OF UNICEF
UNICEF reserves the right to accept any proposal, in whole or in part; or, to reject any or all proposals. UNICEF reserves the right to invalidate any Proposal received from a Bidder who has previously failed to perform properly or complete contracts on time, or a Proposal received from a Bidder who, in the opinion of UNICEF, is not in a position to perform the contract. UNICEF shall not be held responsible for any cost incurred by the Bidder in preparing the response to this Request for Proposal. The Bidder agrees to be bound by the decision of UNICEF as to whether her/his proposal meets the requirements stated in this Request for Proposal. Specifically, UNICEF reserves the right to:
· Contact any or all references supplied by the bidder(s);
· Request additional supporting or supplementary data (from the bidder(s));
· Arrange interviews with the bidder(s);

1.8.1 Validity
Proposal must be valid for a minimum of ninety (90) days from the date of opening of this RFP and must be signed by all candidates included in the submission. For proposals from institutions, the proposal must also be signed by an authorized representative of the institution. Bidders are requested to indicate the validity period of their proposal in the Proposal Form. UNICEF may also request for an extension of the validity of the proposal.
1.8.2 Insurance Clause
The contractor will be wholly responsible for their staff and must make the necessary arrangements and payments with the relevant companies for Health Insurance and Medical Evacuation etc.
1.9 PROPOSAL EVALUTION
1.9.1 Evaluation of the Proposal
In making the final decision, UNICEF considers both technical and financial aspects. The Evaluation Team first reviews the technical aspect of the offer followed by the review of the financial offer of the technically compliant vendors.
Proposals will be evaluated against the following two elements:

1.9.3 PRICE PROPOSAL (30 points)
Please list all major cost components – outputs, activities described in the Technical Proposal, and the detailed breakdown of such costs using the budget template (this will be provided to bidders when they request for the full bid document).
The total amount of points allocated for the price component is 30. The maximum number of points will be allotted to the lowest price proposal that is opened and compared among those invited firms/institutions which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in inverse proportion to the lowest price.

2.0 TERMS OF REFERENCE
COMMUNICATION AND ADVOCACY CAMPAIGNS ON CHILD RIGHTS
Background
In October 2015, Somalia joined the rest of the world and became the latest - 196th country - to ratify the Convention on the Rights of the Child (CRC). By ratifying the CRC, the Somali Government has committed itself to protecting and fulfilling children's rights, and be accountable before the international community. It has committed itself to undertaking all actions and developing policies to ensure that the best interests of the child are well looked after.
The ground-breaking development offers UNICEF a great window of opportunity to advocate for children’s rights. UNICEF supports the Government in the implementation process, making sure that the principles of the CRC are well reflected in the Somali policy and law. One of the key initiatives is to help raise awareness of the CRC among stakeholders and advocate for adequate and timely actions to ensure its implementation.
UNICEF Somalia would therefore like to hire a service provider with experience in child rights and communication/advocacy campaigns, and the ability to organize such campaigns in Somalia.
Scope of work
UNICEF is looking for a service provider to design and undertake the campaigns inside Somalia. The campaign will focus on nine different themes/subjects, including a general introduction to the Convention on the Rights of the Child, education, health, nutrition, child participation, birth registration, violence and abuse, child labour, and former child soldiers. One theme will be chosen to cover every two months starting in October.
The chosen party will organize two or more events on the chosen theme within a two month timeframe in different locations across the country. These could include a launch of a relevant report or data, a forum of experts with audience, a community dialogue but should be accompanied by publicity and materials including social media to ensure wide coverage of the event. The chosen party will also ensure that during the two months, there is more general publicity through the media, social media and other fora on the chosen subject.
The chosen party will handle all aspects of the process in liaison with UNICEF Somalia, starting from strategizing to organizing events around the chosen theme and media coverage, producing campaign materials and Monitoring and Evaluation (M&E). Some specific tasks include, but not limited to: selecting the appropriate type of event and location, identifying and inviting guest speakers and participants; generating publicity/media coverage; producing campaign materials and providing social media. A summary and analytical report at the end of the campaigns is expected, as is an M&E plan.
If security permits, the campaigns should to be carried out in all three regions of Somalia – South Central, Puntland and Somaliland. And they must be appropriate to the Somali social, economic and cultural context.

Conditions
a. The contractor shall handle all aspects of the campaigns. UNICEF will give strategic guidance, but will not be involved in the operations, including human resources, logistics and administrations of the campaigns. Cost of such should be included in the price proposal, in addition to the cost of professional services.
b. Payment is made as lump sum upon receipt of an invoice, and deliverables that meet UNICEF’s quality standards.

Organizational Profile in Summary:
The Somaliland Youth Development and Voluntary Organization (SOYDAVO) were established as a non-governmental organization in 2003 under the NGO Coordination Act of Somaliland. Our headquarters is located in the city of Burao, with regional satellite offices in Erigavo, Las-anod, and Oodweyne. Our target beneficiaries are the vulnerable and marginalized communities of Somaliland in the Togdheer, Sanaag, and Sool regions; with our main priority being the improvement of their economic and social well-being.
Job Summary:
The Grant Writer Intern is primarily responsible for developing and writing grant proposals to foundations and other grant-making organizations, and will persuasively communicate SOYDAVO’s mission and programs to potential funders. Reporting to the Executive Director, the Grant Writer will assemble and submit grant requests, establish and maintain personal contact and relationships with foundation contacts, conduct prospect research, and maintain a calendar of submissions and other deadlines.
Responsibilities include
Ø Developing and writing grant proposals to foundations and other grant-making organizations, persuasively communicating the organization’s mission and programs to potential funders;

SUMMARY: RI is planning to begin implementation of renewable energy activities in September 2016, thus is looking for a Renewable Energy Engineer to support this work as a consultant. This position focuses on activities related to solar energy for water reuse for agricultural purposes and WASH which will enhance the financial resilience of households by reducing utility costs. The Renewable Energy Engineer is expected to provide technical knowledge, skills and advice in ensuring quality in renewable energy activities. He/she is expected to have extensive experience in solar energy, waste water reuse and rainwater harvesting.
POSITION DUTIES AND RESPONSIBILITIES
Program Management and Evaluation:
  • Liaise with local contractors/partners and communities on project implementation and provide supervision;

Job Purpose:
  1. This role is responsible for the management and strategic oversight of the IAPF programme in Somaliland and Mogadishu. Concern currently runs an integrated Development Programme (Food, Income and Markets (FIM) and WASH) with a plan to expand, depending on funding. Irish Aid funds bulk of the integrated programme in Somaliland together with an urban programme in Mogadishu. From January onwards, the two programme components will form a single programme to be managed by the Area Manager. The Area Manager’s responsibility will also include the day to day management of operations through a national Operations Coordinator. This will include overseeing effective and efficient support functions of logistics, finance and administration. This will be done in close coordination with the Systems Director, Finance and HR Managers.
2. Main Duties & Responsibilities:
1.1 General
· As a member of the senior management team, contribute to the Somalia/Somaliland Programme’s decision-making processes and strategic management of the programme.
· Conduct performance development reviews for staff under supervision in a timely manner.
· Monitor direct report performance based on agreed job descriptions and ensure their compliance with all Concern policies.
· Identify training needs for staff and provide the training necessary for the delivery of a high quality integrated programme through technical support training and advice.
· Ensure staff comply with the Programme Participants Protection Policy (P4), code of contact (CoC) and security procedures.
· Ensure the programme staff in Somaliland develops and maintains capacity to respond to emergencies.
· Monitor the humanitarian situation within Somaliland, Concern’s operational areas in particular, and make recommendations to the SMT for action.
· Represent Concern with government departments, UN agencies, private sector partners and NGO fora in Somaliland.

1.2.2 Programme Management and Development
· In liaison with the WASH Advisor and other relevant PMs, lead the team in implementing Concern’s Country Strategic Plan in Somaliland.
· Lead the development, implementation, monitoring and reporting of Concern’s IAPF programme in Somaliland and in Mogadishu.
· In consultation with the CD, PD, SD, technical advisors and Finance Team, Lead the preparation of the program budget collaboratively with program and finance staff.
· Track and manage project budgets and ensure expenditure is in line with agreed project plans and budget and submit budget revisions on time.
· Review the management accounts and donor allocations and respond to Finance team within the set deadlines.

· Develop the programmes under your responsibility in line with Concern’s global policies, country strategic plan and PCMS.

· Roll out downward accountability systems including a complaints response mechanism, across all Somaliland programme locations.

· Facilitate programme planning annually and quarterly; support the development of work plans and ensure both output databases and work plans are regularly updated.
· Work with the Grants & Information Manager to ensure that monthly and annual reports and donor reports are submitted on time and in the correct format.
· Ensure cross-cutting themes are mainstreamed appropriately across Concern’s Somaliland programme.
· Take responsibility for the timely submission of high quality donor reports and proposals
· Identify and develop strategies for working with local CBOs.
· Continuously monitor humanitarian situation in Concern’s areas of operation, and share relevant information with the Emergency Programme Manager and the Programme Director.
· Be available to support or manage emergency responses when requested so by the PD/CD.
1.2.4 Systems development and management
· Through Operations Coordinator, assume overall responsibility of managing Hargeisa and Gabiley offices
· Ensure the Operations Coordinator, reviews, develops and maintains systems that support effective and efficient implementation of a quality program.
· Line-manage Operations Coordinator
· In consultation with HR, ensure sufficient human resources for the program and support in recruitment, retention and succession planning.
· Oversee compliance to Concern and donors policies, procedures and procurements requirements.
· Ensure that the Operations Coordinator keeps the Security Management plan (SMP) up to date, rolls out and oversees its implementation.
1.2.5 Project Documentation
· Contribute to the development of organisational learning through information sharing with other Concern fields and SAL where applicable.
· Support the documentation of success cases and disseminate learning within the country programme and organisation.
1.2.6 Coordination
§ Participate proactively in relevant coordination and sectoral meetings and continuously engage with UN, NGOs and other key actors in our areas of operations.
§ Engage with the line ministries in Somalia/Somaliland.
§ Share information on Concern activities and intervention and promote good relations and collaboration with other actors.
§ Ensure that relevant coordination matrixes are updated regularly and shared as necessary.
1.2.7 Other:
§ Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, accountability etc.
§ Support the Emergency Programme Manager for the effective and efficient management of the programme operations.
PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
· Degree in Development related discipline;
· At least 5 years’ experience in NGO development work, at least 2 of which in a similar management level position;
· Specific expertise in at least two of the following areas: community development, food security, dry land agriculture, watershed management, natural resource management, community based disaster management/risk reduction, capacity building, working with partners
· Experience of budget development and financial management
· A proven track record in Participatory Programme Cycle Management Systems (PCMS) or similar
· Familiar with logistics, HR, Finance, and administrative processes.
· Experience of working in an insecure environment
· Good negotiation skills and ability to interact with government/other authorities at all levels
· Ability to mentor, support and train staff
· Fluency in English, spoken and written
· Excellent report and proposal writing skills
· Flexibility
