Context:
Somalia is characterized by a complex migration crisis caused by conflict, natural disasters and a general lack of opportunities. Both conflict and natural disasters have led to the displacement of millions of people, both internally and across international borders, resulting in approximately 1 million refugees in the region and 1.1 internally displaced persons. Further, an unknown number of migrants and refugees have also left the country towards Europe and the Middle East, as well as to Southern Africa. The situation in Somalia remains volatile with recurring drought and floods and an ongoing conflict between the Federal Government of Somalia with Al-Shabaab as well as inter-clan conflicts. While the situation in Somaliland is more stable, the recent drought and influx of returnees from Yemen, as well as the large number of IDPs pose a strain on the government’s capacity to respond.
Recent gains in stability, political development and a changing environment in the neighbouring countries, however, have led to an increasing number of Somalilanders/Somalis returning to their country, leading to an increasing need to improve the coping capacities of return areas but also opening up opportunities for recovery, as many returnees have skills that are direly needed in Somaliland. The potential closure of Dadaab further highlights the need for comprehensive return and reintegration programming. The conflict in Yemen has further also led to significant return of Somalilanders/Somalis who require support. Durable solutions of IDPs are increasingly on the agenda within the framework of recovery and stabilization.
Within this context, IOM is expanding its programming in return, recovery and durable solutions, focusing on supporting IDPs, returnees and host communities through a community based approach aiming at increasing access to durable solutions and promoting the reintegration of returnees into their communities through better access to basic services, livelihoods and also promoting peaceful coexistence between all members of the community. The selected Programme Assistant – Return, Recovery and Durable Solutions, based in Berbera, will support the Return, Recovery and Durable Solutions Unit with both programmatic and administrative tasks to ensure the successful implementation of activities within the framework of return and reintegration, recovery and durable solutions in increasing access to basic services, improving livelihoods, promoting access to land, housing and property, increasing civil participation, and promotion of peaceful co-existence, with a focus on return and reintegration of returnees.
Core Functions / Responsibilities:
Under the overall supervision of the Programme Manager – Return, Recovery, Durable Solutions, the direct supervision of the National Programme Officer – Return, Recovery, Durable Solutions, based in Hargeisa, and in close cooperation and coordination with other programme units, in particular under the Department of Operations and Emergencies, the incumbent will be responsible for the following tasks:
  1. Provide specialized assistance in the planning, implementation and monitoring of return and reintegration, recovery and durable solutions activities in Berbera/Somaliand.
  2. Provide inputs for proposals on return and reintegration, recovery and durable solutions.
  3. Support the implementation of return and reintegration, recovery and durable solutions activities, with a focus on the return of Somalis from Yemen and facilitated evacuations, reception and onward transportation
  4. Coordinate with local and regional government and inform/update them on IOM activities/programming, etc.
  5. Coordinate, organize and participate in assessments and field missions related to durable solutions, recovery and stabilization
  6. Represent the unit in internal and external meetings as assigned by the National Officer – Return, Recovery and Durable Solutions and/or the Programme Manager
  7. Keep track of financial spending on assigned activities
  8. Provide inputs to procurement plans and ensure procurement for assigned activities is completed in a timely fashion
  9. Provide inputs for tenders, calls for proposals, agreements and other project relevant documents with regards to livelihoods and community based peaceful co-existence activities within the framework of return and reintegration, recovery and durable solutions
  10. Monitor work of local implementing partners and sub-contractors and report back to the National Programme Officer/Programme Manger
  11. Continuously monitor to assess the progress of project implementation and recommend action to the National Programme Officer
  12. Provide inputs to project reports and project updates
  13. Undertake duty travels as needed;
  14. Perform any other duties as may be assigned
Required Qualifications and Experience
Education • University degree from an accredited academic institution, preferably in Political or Social Science, Business Administration, International Relations and/or Law, or an equivalent combination of training and experience;
Experience
• Four years of work experience (or six years for candidates holding school diploma ) in the field of migration issues, specifically in project design, management and implementation in the areas of return, reintegration, recovery and durable solutions • Some experience in project development, monitoring, and reporting • Excellent verbal and written communication in English and Somali • Technically competent on writing, documentation and data management • Good knowledge of Computer skills; MS Office (Outlook, Access and Excel) Languages Fluency in English and Somali both written and spoken and Arabic is an advantage

The selected National Officer – Return, Recovery and Durable Solutions will support the Return, Recovery and Durable Solutions Unit (RRDS) with both programmatic and administrative tasks to ensure the successful implementation of activities within the framework of return and reintegration, recovery and durable solutions. Core Functions / Responsibilities:
Under the overall supervision of the Programme Coordinator – Operations and Emergencies, the direct supervision of the Progamme Manager – Return, Recovery, and Durable Solutions based in Mogadishu, and in close cooperation and coordination with other programme units, in particular under the Department of Operations and Emergencies, the incumbent will be responsible for the following tasks:
  1. Contribute to the design and development of activities within the framework of return and reintegration, recovery and durable solutions, in particular with regards to community based initiatives
  2. Support the Programme Manager in the implementation and coordination of return and reintegration, recovery and durable solutions activities in Mogadishu and southern and central Somalia and ensure due process in the selection of implementing partners
  3. Develop work plans with budget and monitoring and evaluation plans in consultation with the project manager, keeping in mind the need for clear demarcation of activity implementation and budget management among relevant department and units.
  4. Closely coordinate with the government counterparts, clarifying plans and implementation status as well as technical issues that may need to be addressed as well as in representation of IOM in regional coordination meetings with UN agencies and NGOs.
  5. Develop appropriate monitoring tools to ensure effective implementation. Guide and advice project assistants in the implementation and monitoring of programs and activities in the operational area in collaboration with the implementing partners and local authorities.
  6. Undertake regular field visits to monitor and review the performance of project assistants and implementing partners and recommend action to the Programme Manager
  7. Coordinate, organize and participate in assessments and field missions related to return and reintegration, recovery and durable solutions
  8. Represent the unit in all relevant internal and external meetings assigned by the Programme Manager
  9. Compile progress of livelihood support activities for internal and external reports of IOM, clarifying outputs, achievements, challenges, corrective measures taken as well as future plans.
  10. Participate in the development and review of tenders, calls for proposals, agreements and other project relevant documents with regards to community based peaceful co-existence activities within the framework of return and reintegration, recovery and durable solutions
  11. Prepare and ensure timely and quality preparation and submission of project reports in accordance with IOM procedures and donor requirements. Prepare regular updates, summaries and other relevant material and statistics.

Required Qualifications and Experience

Operations Assistant - Dhobley

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IED's”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Adviser.
The Peace and Security Cluster (PSC) supports and facilitates the work of United Nations Mine Action Service (UNMAS), other UN partners, and Governments in some 18 countries and territories affected by explosive-hazards. Expected output:
Under the supervision of Operations Officer, the Operations Assistant will perform the following tasks:

Background Information - Kenya
Located in Nairobi, Kenya, the East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa sub-region currently consists of an established Operation Centre in South Sudan and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UN-Habitat and UNEP, and multiple ‘operational’ projects in Somalia, Tanzania, Burundi, Uganda, Kenya and several island states.

Somalia Office**
The UNOPS Somalia Office presently manages a significant portfolio of projects in Somalia and has its direct representational and oversight functions in Somalia, while maintaining a technical and administrative support capacity at the hub level in Nairobi. UNOPS works with multiple partners including the Governments of Somalia, bilateral and multilateral donors, and United Nations Agencies, Funds and Programmes
In order to provide political, development and security assistance in Somalia, the international community’s contributions were brought together under the New Deal framework, endorsed at the Brussels conference on September 7, 2013. The framework sets out 5 Peace and State building goals (thematic areas) against which all international efforts are to be aligned, coordinated by the FGS, UN and donor steering groups.
In keeping with the New Deal framework,UNOPS is particularly interested in strengthening its coordination and liaison capacity with relevant Government institutions, Government led mechanisms and emerging trust fund instruments.

Police and Military Stipends**
Two of the largest of UNOPS-Somalia programmes included the distribution of stipends to the Somali National Police and the Somali National Army (SNA). Both are considered critical by the international community for promoting stability. The stipends programmes are a part of Security Sector Reform (SSR) and fall within the second of the Peace and State building Goals (PSGs): “Establish unified, capable, accountable and rights-based Somali federal security institutions, providing basic security for its citizens.” Complementary to the stipends programmes is the bio-metric registration of the police and military. Registration of police and military personnel promotes accountability and transparency and is crucial for building the Somali government’s capacity in terms of improved financial and personnel management.
The Working Environment
Mogadishu is a hard ship non-family duty station.
Functional Responsibilities
Purpose and Scope of Assignment
The project manager is responsible for the day-to-day operations of the military stipends project and the complementary component for biometric registration. He/she is expected to meet project objectives and provide the project related services to the different donors, partners and beneficiaries.
He/she is responsible for managing the performance of his/her team, composed of six international personnel who are tasked to set-up the stipends project process and execute accordingly. The team consists of two mentors who train and coach local SNA staff to execute the payments, one IT specialist, one logistical expert, one senior programme specialist and a project support officer.
The project manager is responsible for carefully reviewing the project initiation documents (PID), having a complete understanding of the Legal Agreement(s) and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to meet the objectives for UNOPS and the client/ donor.
Success of the project(s) will be based on the set criteria of UNOPS engagements which are linked to the below responsibilities. The project manager is responsible for all aspects of the project life cycle as defined by UNOPS’ adherence to the PRINCE2 methodology.
He/she must be able to apply independently, the below duties and responsibilities of the project success criteria:
Stakeholder Management
  • Establish solid working relationship with the Project Board (Executive, Senior Users and Senior Suppliers), client and key stakeholders;
  • Manage communications and ensure stakeholders are up-to-date on project activities, progress, risks and ultimately are in a position to accept the handover of the programme or sign-off on the closing of the project;
  • Advise the stakeholders on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements), and;
  • Manage the information flows between the Project Board, Country Director and the Head of Implementation.
Delivery and Performance:
  • Implement approved project plans (including the establishment of milestones) within limits set by the Project Board;
  • Manage the payment of stipends in consultation with the Head of Implementation, taking responsibility for overall progress and use of resources and initiating corrective action where necessary;
  • Advise the Project Board and Country Manager of any deviations from the plan that will affect the operational success of the project;
  • Identify and manage risks;
  • Manage and review product quality; and
  • Identify and report potential business opportunities for UNOPS.
    Procedures:
  • Follow the Project Management Life Cycle Instructions and ensure that all organizational policies are complied with (Organizational Directives and Administrative Instructions). Consult with the Head of Implementation for any guidance required;
  • Prepare or adapt the following plans for approval by the Project Board:
I. Project Initiation Documentation;
II. Stage/Exception Plans and relevant Product Descriptions;
  • Supervise the project support officer in the preparation of required reports within agreed upon time frames;
  • Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR);
  • Manage budgets, cash flows and obligations to ensure that deliverables are met and payments to contractors/ personnel are received on time;
  • Understand and manage UNOPS overheads, allowable charges, and related corporate charges as they apply to the project;
  • Manage expenditures and be accountable for expenditures against the budget (based on accurate financial reports);
  • Where the Project Manager has no delegation as a committing officer, he/she retains these responsibilities and will monitor and delegate others to carry out the relevant commitments and disbursements.
Knowledge Management:
  • Participate in the relevant Communities of Practice
  • Actively interact with other PMs and the PM community to share case studies, lessons learned and best practices. Build consensus with other project managers when necessary for sharing of common resources;
  • Provide feedback to the Head of Implementation on implementation policy, supporting guidance with an aim towards continuous improvement of UNOPS policies; and
  • Document lessons learned as per UNOPS requirements and incorporate lessons learned from others as per planning format.
Personnel Management:
  • Ensure safety and security of staff and adhere to safety protocols as defined by UNOPS-Somalia Field Security Officer
  • Lead and motivate the project management team;
  • Ensure that expectations of team members are established and respected;
  • Ensure that performance reviews are conducted;
  • Identify outstanding staff and bring them to the attention of the Country Director;
  • Develop a thorough understanding of UNOPS’s personnel contract modalities;

Education
  • Advanced University Degree (Master's) in Project Management, Business Administration with an emphasis Finance and/or Public Management, International Relations, Political/Security/Development Studies, Criminology, Law or other relevant discipline, or
  • University Degree (Bachelor’s / first level) with a combination of 2 additional years of relevant professional experience in Project Management, Business Administration, International Relations, Political/ Security/ Development Studies, Criminology, Law or other relevant discipline, may be accepted in lieu of the advanced university degree
Experience
  • A minimum of 7 years of relevant experience; experience in a conflict or post-conflict setting is preferred
  • Experience in Rule of Law, Stipends, Public finance and electronic/telephone funds transfer will be an asset
Certifications
PRINCE2 Foundation or Practitioner Certification are an asset
Languages
Fluency in written and spoken English is essential; working knowledge of additional UN or regional languages is considered an asset.
