Country Finance Manager - Somalia - Danish Demining Group

Background
Danish Deming Group (DDG) is a department under Danish Refugee Council (DRC). Danish Demining Group’s (DDG) mandate is to recreate a safe environment where people are free from the threat of landmines, explosive remnants of war and small arms and light weapons. DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. The organisation now implements an armed violence reduction (AVR) programme which includes the following types of activities: participatory community and district-level safety projects, community driven development, conflict prevention and management, community-police relationship building, mine risk education, explosive ordnance disposal, firearms safety education, physical security and stockpile management of firearms, and support to the review of policy and legislation on small arms and light weapons.
Purpose
The Country Finance Manager will oversee the financial management for the DDG Somalia programme and will be under the supervision and direction of the Country Director, with close links to the Head of Support, Deputy Country Director and the Regional Finance team that is based in Nairobi.
The Country Finance Manager will oversee all financial functions in Somaliland, Puntland and South Central including accounting, payments and banking, payroll, budgeting, and financial reporting.
The Country Finance Manager ensures compliance across DDG Somalia with DRC’s Operations Handbook in regards to all financial matters and provides support to the Country Director, Regional and Copenhagen offices as required.
Key Responsibilities
  • Oversee and manage daily countrywide accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
  • Monitor systems for financial operations in both the main programme offices and in field offices in accordance with the DRC Field Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
  • Assist with recruitment and capacity building of the DDG finance staff.
  • Maintain banking relations and plan/monitor country cash flow requirements to ensure the smooth implementation of DDG programs.
  • Provide monthly standard accounting submissions to DDG Regional Office, including general ledger files, account reconciliations, expenditures by project, required sub grantee or Partners reporting, as well as other financial information in a timely and accurate manner.
  • Provide monthly management reports to the Operations Manager and Program Managers, including expenditures by project, sub grantee or Partners’ reporting and other financial information, in a timely and accurate manner.
  • Develop annual fiscal year budgets with the AVR Managers and implement grant budgeting and forecasting systems with Area Managers.
  • Plan and maintain oversight of co-funding requirements.
  • Perform internal audits and reviews as required to ensure compliance with DDG and donor requirements.
  • Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train DDG program and partner staff in these policies.
  • Review and monitor partners’ financial reporting and compliance. Provide additional technical assistance to partners as necessary to maintain high standards of compliance.
  • Ensure compliance with DDG procurement policies and procedures for all goods and services.
  • Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters.
  • Conduct due diligence on any purchases as required by DDG policy
  • Analyze compensation packages, taxation requirements and human resource policies for local staff to ensure that DDG’ has adequately planned for of local staff compensation and benefits.
  • Develop budget planning tools and guidelines as needed.
  • Oversee management of insurance coverages for DDG staff and property.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to DDG and to not jeopardize its humanitarian mission.
Reporting Arrangements
Reports to the Country Director.
Personal Specification
  • Four or more years of progressive financial management experience is required
  • A Bachelor degree in commerce, accounting or finance is required and a relevant accounting qualification. An advanced degree is preferred
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports
  • Experience working with accounting systems (Navision preferably)
  • Experience in INGO finance management
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet
  • Advanced computer skills in MS Office programs, particularly Excel
  • Prior management experience and strong organizational skills
  • Demonstrated ability to train and capacity build staff and provide support for the development of financial staff
  • Strong team player with ability to maintain positive attitude under pressure
  • Excellent oral and written English skills
Other:
  • Ability and willingness to travel to field sites frequently
  • Experience working in Somalia or in cross-cultural situations with political and cultural environment similar to Somalia

Conditions

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
Since 2011 ARC has been providing humanitarian relief and development assistance in Somalia. ARC’s core competencies are in Primary and Reproductive health, protection, water and sanitation, shelter, health clinic management, and emergency response to disaster situations. Donors include OFDA-USAID, WHO, UNFPA and others. ARC is providing basic health care services in 2 MCHs in Mogadishu, 2 MCHs and one hospital in Kismayo as well as basic reproductive health services in Dhobley.
PRIMARY PURPOSE OF THE POSITION
Based in Somalia, with frequent travel to the field sites, ARC Somalia’s Health Program Manager will serve as the head for health programming, provide technical support to field teams, ensure ongoing quality of programming through appropriate monitoring and evaluation, assist in design of quality assessments and programs and represent ARC to partners, donors, government and other stakeholders at national, provincial and district and international level forums.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Program Development – 30%
  • Working closely with the Senior Grants Manager, assist in development, planning and implementation of health programs, including initiation and follow-up of strategic and specific health objectives.
  • Provide technical input and design for proposal and program development initiatives, specifically for health activities.
  • Develop program implementation work plan, LFA and M&E indicators based on global and national health standards.
  • Liaise with donor representatives as appropriate and in coordination with the country team to keep them abreast of the project and developments that are impacting beneficiary communities.
  • Identify areas for developing and growing health programming.
Program Management - 30%
  • Monitor health work plans and implementation schedules
  • Monitor and assess health needs in areas where ARC is working, with a particular emphasis on IDPs, host communities and other vulnerable populations such as children, women and the elderly
  • Ensure that the design and implementation of program activities are carried out for and in consultation with affected populations.
  • Ensure timely reporting to donors and oversee the preparation and submission of narrative reports.
  • Ensure the project activities follow grant compliance procedures as stipulated by ARC and its donors.
  • Conduct baseline and follow-up assessments in coordination and partnership with local communities in which ARC works.
Staff Management and Leadership – 20%
  • Assist in recruitment of national health staff.
  • Engage in training and capacity-building to build critical skills within ARC’s health team
  • Manage and provide overall leadership and technical guidance to health staff, other partners, and sectors to ensure quality health programming.
  • Ensure a good structure of the health team in each location as well as efficient programming in each location
Representation – 20%
  • Represent ARC and actively engage in inter-agency meetings, including health cluster meetings, and other forums.
  • Work closely with local authorities and partner organizations to advocate for sustainable remedies and solutions to health problems facing affected populations such as IDPs, host communities, women and children, as well as other vulnerable persons.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
  • Medical doctor or nurse and/or Public Health (MPH) degree
  • 5-10 years of experience in managing and implementing health programs in complex emergency or post-conflict settings. Preferred 5 or more years of staff management experience.
  • Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting multiple staff members.
  • Emergency response and proposal writing experience (familiarity with cluster systems, OFDA, CERF, UN donors).
  • Familiarity with Primary Health Care, Infectious Diseases, Disease Surveillance and Reproductive Health (MISP experience highly desirable).
  • Experience in representation and interaction with donors, government officials, international organizations, and NGO representatives concerning health issues and initiatives in complex humanitarian emergencies.

Team Leader

Background

Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programs include protection, Food security & Livelihoods, Shelter/NFI, and Water and Sanitation. In Somalia, DRC Operates in five several regions and set up an operation in Dhobley on August 2014.
Purpose
The position of the Team Leader Dobley is to ensure overall coordination of projects to be carried out in Dobley town and surrounding areas. This will include support to program activities that require coordinated support including livelihoods, WASH, Shelter and CDRD projects. The core responsibilities will be leading and coordinating all WASH, and livelihood activities in Dobley. He/She will be as well responsible in networking and liaising with other stakeholders present in Dobley.
Objectives
To achieve the overall and specific position’s objectives, the Dhobley Team Leader Officer will perform the following tasks and undertake the following responsibilities:
· Responsible for all programmatic and operational activities in the DRC Dohbley office.
· To open and set up a small office in Dohbley.
· To assess current and forthcoming needs in Dohbley town and region.
· To facilitate good relations between DRC local authorities and the communities.
· To carry out regular monitoring of IDP/Refugee movements across the border Dobley-Liboi border.
· To supervise and monitor all WASH activities in the area.
Key Responsibilities
Team Coordination
· In close collaboration with the Area Manager in Mogadishu & Baidoa prepare and implement monthly, quarterly and annual work plans.
· Coordinate the office’s activities through regular meetings, and developing weekly work and movement plans.
· Ensure all field staffs are up to date on each project that is being implemented through the field office.
· Facilitate visits from ad hoc parties, or other DRC staff.
Operations
· Manage staff performance by monitoring attendance, giving regular feedback on performance, and conducting staff appraisals in collaboration with the Area Manager Gedo and Jubba land.
· Ensure that DRC’s operational policies and procedures – financial, procurement, logistics, and human resources – are abided by.
· Ensure that the office space is maintained and secure.
· Monitor and report any security incidences to the Area Manager and the Security Focal Point.
· Prepare monthly overviews of security in the area and sent to Security Focal Point for South Somalia.
Programmes
· Strive to implement quality programming, and give equal focus to all projects being implemented through the field office.
· Produce quality monthly, quarterly, annual, and ad hoc reports.
· Plan and prepare need assessments as per the needs and requirements from Area Managers or the Country team.
· Responsible for the plan, coordinate and implement all DRC water, hygiene and sanitation activities in the area.
· Develop and implement needs assessment in vulnerable areas focusing on hygiene, water, sanitation and related physical infrastructure needs.
· Assist community committees and community leaders in identifying target groups for sanitation related interventions.
· Coordinate engineering support for all construction related activities in the sanitation programme with DRC engineering department
· Organise and implement hygiene promotion training as required assist in other programs and activities as required.
· Ensure that activities reflect the needs of all members of the community and that equal participation is supported throughout the project cycle.
· Ensure publicly available information on, and explanation of the Compliant Response Mechanism, the Humanitarian Accountability Framework and other relevant project related information.
· Ensure that M&E activities are planned and carried out, and that all information required by the M&E Team is provided in a timely manner.
Other
· Meet regularly with local officials to ensure that they are aware of DRC activities, and to encourage and facilitate their participation where appropriate.
· Meet regularly with the various community groups to ensure they are aware of all the DRC activities, to ensure that project activities are meeting the needs of the community, and to collect feedback on DRC programming in the area.

Construction Officer

Background
Danish Demining Group (DDG) is a part of Danish Refugee Council (DRC). DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. Our programme has since grown to include other aspects of Armed Violence Reduction, namely:
· Strengthening local institutions and enhancing local capacity for addressing safety needs
· Addressing immediate threats to life and limbs by explosive remnants of war
· Addressing small arms as a tool of violence
· Building capacity for conflict management and peace
· Strengthening relationships between security providers and communities
The programme is rooted in a participatory process, where DDG assists target communities to assess their safety and security situation, define and prioritize their safety and security needs and identify resources to address these needs (Community Safety). At times this requires construction or refurbishment of facilities at community and district level, typically police posts, armouries meeting halls, feeder roads or court houses.
Overall Objectives
The Danwaadag Construction Officer will be recruited for eight months with possibility of extension to support construction projects in the sections and the town of Biadoa. He will prepare designs and site plans for all construction projects proposed by the community for Danwadaag Project. He will support the sections and town level task forces to undertake construction projects in a way that satisfies good quality standards. He will be abided by the DRC Code of Conduct and the DDG Community Safety Operational Guidelines.
Responsibilities and Tasks
To achieve the overall objectives, the construction Officer will perform the following tasks and undertake the following responsibilities:
· Undertake site assessment to get necessary information for preparing of site plans
· Support Task Forces in their site selection so that the sites selected are appropriate for the purposed work
· Support the Project in the preparation of site plans and design using appropriate (CAD) software
· Assess whether the construction projects have any negative effect on the environment and how best way to reduce the negative environmental impact.
· Support in the preparation of bill of quantity and technical specification of the projects for advertisement
· Provide necessary technical support to the Task Forces when preparing bid documents and requirements
· Work closely with the section Task Forces and Town Task Force in monitoring construction activity
· Supervise construction activity on regular basis and share findings with the Task Forces and Danwadaag Project
· Support the Task Forces to better understand their duties and responsibility in the contractual agreement with the contractors
· Supervise the construction activities and verify the payment requested being proportional to work accomplished
· Develop and maintain close networks with the Task Forces so that they perform their responsibilities effectively
· Train the Task forces member on bidding process and construction monitoring
· Assess the status of the feeder roads that selected by the Task Forces.
· Identify the need for materials such as stones , water, and gravel for each feeder road in the section
· Plan the feeder road distance that will be rehabilitated in each section
· Support the Task Forces and Community Facilitators in measuring work perfumed by the community labourers in the Cash for Work
· Guide the skilled labourers in the rehabilitation of feeder roads in the sections
· Assess the work performance of the community labourers in each section and provide recommendations to the assistant engineer and the project manager on areas to improve to meet the set objective
· Supervise feeder road construction and submit report with the recommendations to the field coordinator and the project manager
Reporting Arrangements
The Construction Officer will report to the Construction Manager.
Qualification requirements
· Degree in education qualification in the field of construction and civil engineering
· Ability to use computer packages such as MS word, MS Excel etc and CAD based drawing software
· At least two years of work experience in the construction sector
· Ability to work well under pressure and in adverse conditions
· Local knowledge is asset
· Fluent in written and spoken English and Somali languages

HR and Administration Officer

Purpose In coordination with the Somalia Country HR/Admin Coordinator, the HR/Admin Officer is expected to give a substantial contribution to sound HR/Admin operation of DRC operations in Gedo region, and also provide occasional support to DDG in Gedo operations in compliance with DRC/DDG and donor(s)’ procedures and policies, as well as local and international legislation.
The HR/Admin will ensure proper HR/Admin procedures and practices are followed and adhered to by all DRC staff in the program area and ensure full coverage of Administration needs are responded to for DDG office.
Responsibilities To achieve the overall and specific position’s objectives, the Finance/HR/Admin Officer will perform the following tasks and undertake the following responsibilities:
Human Resource
· Prepare employment contracts for all national staff.
· Ensure implementation of DRC standard personnel policy guidelines with the support of AM
· Under the direction of the Area Manager and working with the CHRAC, study new government legislation and make recommendations for updating policies in order that they comply with country labour Law.
· Support staffs to do Job Descriptions and ensure all positions are approved according to DRC policy.
· In accordance with DRC policy, lead the recruitment process for national staff, including organising selection panels, interviews, testing and references check. This includes monthly reporting of recruitment tracking to CHRAC.
· Ensure exit/clearance forms are maintained and recorded after employee termination, and provide terminated employees with employee certificates.
· Prepare and record monthly staff payroll and submit to AM’s for review and final approval before forwarded to CHRAC.
· Analyse and compile list of training opportunities and training nominees from different departments to design employee development plans with the assistant of AM’s
· Maintain and update personnel files in compliance with the existing HR policies
· Track whether annual performance appraisals and probation evaluations have been completed appropriately and on time.
Administration
· Directly supervise and manage support staff including one Cleaner and one Cook
· Develop annual leave planner for all staff on every first month of every year.
· Prepare and submit monthly timesheets on timely manner. Including follow up and reporting of DRC staff attendances.
· Update and submit staff contact list on monthly basis and share with Regional office Receptionist and later circulate through staff mailing list.
· Update and submit staff insurance list on first month of every year with Regional HR/Admin Officer with close consultation with AM and CHRAC. This includes frequent update in case staffs leave and/or join the program
· Process all necessary agreements, permits and licenses necessary for DRC’s operations in Dollow. This includes both organizations registration etc.
· Provide administrative support to DRC HOA and visitors/consultants when they wish to conduct meetings, workshops, trainings and other special events.
· Make travel arrangements including processing of travel authorizations, security clearances travel booking i.e. scanning and forwarding to Nairobi office and preparing and processing of Kenya visa requests.
· Assist staff with administrative duties as requested such as providing and updating admin forms including leaves, advance, per diem, visit forms etc and have sufficient copies always available at the office.
· Ensure receipt of monthly utilities such as electricity, water, and internet, telephone bills etc and prepare payments ensuring to file them.
· Create and maintain a robust, Admin and Human Resource filing system.
· Perform other related tasks as instructed by both DRC and DDG Area Managers.
Reporting Arrangements The officer will report to DRC Area Manager in Dollow.
